This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1.The solicitation is issued as a request for quotation (RFQ). 2.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87 as of 4-27-16. 3. The NAICS code is 56211 and small business size standard of $38.5M. 4. Description of the requirement:The contractor must abide by all Customs and Border rules and Regulations. The contractor must also comply with applicable portions of the Standard Operating Procedure for Regulated Garbage. The service will be required on a daily basis from 11 MAY 2016 through 15 AUG 2016. Due to the stringent requirements from the Customs and Border Protection concerning foot and mouth disease, the contractor is required to pick-up all applicable foreign source garbage. The first pick will be at the time of arrival (TBD) and the last pick up will occur as the foreign ship is departing. All other pick-ups occur on a daily basis or as needed depending on the amount of garbage generated. For estimating purposes it should be estimated that pickup will be required daily. The contractor will be required to pick up the foreign source garbage in sealed garbage bags (double bagged). Pick up may be required at any of the following locations; EHW#1, MSF, or Site Six. Due to the stringent requirements for the EHW and the associated operations, the garbage will be removed from the vessel once the contractor arrives; therefore, no storage containers of any type can be used for the foreign source garbage i.e. dumpsters, trash cans, boxes, etc. The contractor will be required to enter the EHW to oversee the transfer of garbage from the vessel and pick up all foreign source garbage that has been generated. The contractor will also be required to properly clean up any spills generated during transfer operations IAW Customs and Border Protection requirements once notification has been made. NOTE: The contractor will be required to provide a copy of their approved compliance agreement, along with copies of the Foreign Source Garbage Handling Record, Training Record and report of Disinfectant and Sanitizer used in association with this scope of work to the Contracting Officer and Environmental Department. For information on obtaining a compliance agreement contact the Customs Border Patrol/Animal Plant Health Inspection Services (CBP/APHIS) at the Port of Brunswick 912-262-6692 All personnel handling Regulated Garbage must be trained annually according to APHIS requirements. Regulated Garbage- 7 CFR 330.400-403 and 9 CFR 94.5, All waste material that is derived in whole or in part from fruits, vegetables, meats, or other plant or animal (including poultry) material, and other refuse of any character whatsoever that has been associated with any such material. Any garbage that was on, generated on board, or removed from any means of conveyance during international movements, and includes food scraps, table refuse, galley refused, food wrappers or packaging materials and other waste material from stores, food prep areas, passengers or crews quarters,dining rooms or any other means of conveyance. Garbage that is commingled with Regulated Garbage becomes Regulated Garbage. 5. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. 6. All vendors must be registered in SAM.GOV 7.
