This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM19T0050 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 541360 with a small business size standard of $15.0M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-01.


Description of Requirement: The Contractor shall furnish all services, labor, equipment, supplies, tools and incidentals necessary to perform vibracore sampling, development of drilling logs, laboratory testing of soils, and other services as specified herein. A total of 140 vibracore borings are to be drilled offshore of Folly Beach and Sullivan's Island, Charleston County, SC (Figures 1 and 2). The borings shall be drilled in two phases, as described below in "Statement of Services". Within the investigation area, the ocean floor elevation ranges from about -14 ft. to -40 ft. MLLW within this area. Vibracore locations denoted within this Scope of Work (SOW) were selected based upon previous subsurface investigations and historical geophysical and hydrographic surveys. Results from drilling performed under this SOW will be evaluated by the Wilmington District of the U.S. Army Corps of Engineers (USACE) to assess in-situ borrow material occurrence, as well as the volume, quality, and suitability for beach fill placement for the life of the project.


Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. See solicitation provison 5.212-2.


Each offeror must submit both a Price Quote and a Technical Proposal via the Federal Business Opportunities (FBO) website. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.

Quotes are due as specified on the solicitation document (as amended if applicable). The time & date of Quote receipt will be the upload completion / delivery time & date recorded within FBO. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes-this will allow for unexpected delays in the transmittal process.
