The U.S. Department of Justice (DOJ) has a requirement to compile research results on the Federal Prison System and prepare a report of these results by December 31, 2015. DOJ intends to negotiate with and award an order to Dr. Gerald G. Gaes, Ph. D, to assist with the compilation of research results and drafting of the report. Dr. Gaes is a recognized expert in the area of criminal justice and has significant experience with the prison system and Bureau of Prisons policies and procedures. Dr. Gaes is the only individual with the necessary expertise who can complete the work within the required time frame. The proposed action is being conducted under the authority of Federal Acquisition Regulation 13.106-1(b), soliciting from a single source. Interested persons must submit their interest and capability to the Contracting Officer identified below no later than 2:00 pm eastern time on September 25, 2015. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all statements of interest and capability received by the due date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
