SOURCES SOUGHT SYNOPSIS


NOTICE:  This is not a solicitation but rather a sources sought synopsis to determine potential sources for information and planning purposes only.  The Government does NOT intend to contract on the basis of this request or otherwise pay for any information solicited herein.


The purpose of this sources sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small business to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The NAICS code for this effort will be 336413, with a size standard of 1250.  The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 


 


The Air Force is issuing this sources sought announcement as part of a market research to determine if additional sources exist that are or can become qualified for manufacture of the F-16 Advanced Data Transfer Cartridge, NSN 7045016174668WF, Part Number A376500000-31


Responses to this Notice shall consist of an initial white paper (not to exceed 3 pages) as a word document describing the offeror's capabilities with regard to manufacturing and maintaining the F-16 Advanced Data Transfer Cartridge.


The F-16 Advanced Data Transfer Cartridge (ADTC) is a memory cartridge providing nonvolatile memory storage capacity.

 It is the government's understanding that all data rights are proprietary and completely owned by General Electric Aviation.


The government does not own any manuals or detailed parts lists for the F-16 Advanced Data Transfer Unit.  Additionally, the government does not have any special equipment available for manufacture of the F-16 Advanced Data Transfer Unit.  Therefore, the respondent would need to be able to demonstrate the ability to obtain those resources necessary to manufacture the F-16 Advanced Data Transfer Unit in a timely fashion.  If the offeror is able to develop the data, manuals, equipment, and tech orders from another party, they must be able to demonstrate that they have access to such resources and the legal right to use said resources to manufacture assets for the government.


Interested parties who feel they possess the necessary capabilities should respond by providing the Government a point of contact, address, telephone and fax numbers, email address, duns number, cage code and/or tax ID number, as well as size category (large, small, small disadvantaged, etc.), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. 


Provide any supporting information such as licensing agreement, commercial literature, catalogues, manuals, etc.  If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well.  


White paper responses to this Notice are due on or before 15 April 2019.  Currently, there is insufficient data and/or information to develop a Source Manufacturing Requirements (MQR).  Parties interested in supplying the ADTC will be required to work with the government in developing MQR criteria and method.


This sources sought synopsis does not constitute an Invitation for Bid (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and responses to it are voluntary.  It should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract.  Since response is voluntary, the U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.  Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.

The following is if you need additional information and questions are tailored specifically to the program:


This is a request for information seeking sources capable of meeting the requirements in the description.  When responding please include:

1. Company Name and Cage code.

2. Who is your POC please provide email address and phone number.


3. Experiences with same or similar items, please describe. List name of contract, contract number, DCMA, and Contracting Officer for similar manufacture services that your company has provided to the government.

4. Suggested NAICS Code.

Please provide rationale. If you identify your company as a Small Business, please indicate (with supporting rationale) how your company would be a Small Business given the restrictions identified in sub-paragraph (b)(1) of FAR Clause 52.219-14 (which states that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern), based on prescribing language in FAR 19.508(e) and 19.811-3(e)).

5. Business Size Classification for NAICS and qualifications if any as any sub-category. (i.e. 8(a), HUB Zone, SDVOSB, etc.)

6. Would you be a prime or subcontractor?

7. Lead Time for the task performance.
