This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The purpose of this notice is to obtain the following information:


(1) The availability and capability of qualified sources;


(2) Whether interested contractors are a small or large business relative to their size classification under potential North American Industry Classification System (NAICS) Codes including: 541320-Landscape Architectural Services with a small business size standard of $8M, 561730- Landscaping Services with a small business size standard of $8M, 561790- Other Services to Buildings and Dwellings, with a small business size standard of $8M, 488490- Other Support Activities for Road Transportation, with a small business size standard of $8M,  562910- Remediation Services, with a small business size standard of $22M, 236220- Commercial and Institutional Building Construction, with a small business size standard of $39.5M, 237310- Highway, Street, and Bridge Construction, with a small business size standard of $39.5M.


Army Contracting Command - New Jersey is issuing this Sources Sought Notice in an effort to perform market research to assist in determining the appropriate acquisition strategy for Big Scale Snow and Ice Removal Services for 5 Army Reserve Centers in Johnstown, Pennsylvania in support of the 99th Readiness Division. Interested Contractors Please Note: three of these five centers combined to be an "Aviation Support Base", the contractor should be familiar with Federal Aviation Regulations pertained to snow and ice removal procedures, and THESE AREAS THAT REQUIRED SERVICES SPAN A GREAT DISTANCE. The Government intends to award a single firm-fixed-price Requirement contract as a result of the solicitation to be issued. The period of performance is a twelve month base period and four (4), twelve month option period. The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel and other items necessary to provide snow and ice removal services strictly in accordance with Performance Work Statement. Attached are a DRAFT Performance Work Statement for planning purposes only and Site Maps of the places of performance. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice and responses to this notice cannot be accepted as offers.


Submittal Requirements:


1) Name of Company; Company Address; Point of Contact, with Name, Phone Number, Email Address, NAICS Code, DUNS Number, CAGE Code, and Socio-Economic Size Status (Large/Small Business/HubZone/8(a)/Woman Owned Small Business/etc.).


2) Contractor acknowledges a clear understanding of all tasks specified in the DRAFT Performance Work Statement.


3) Confirms full capabilities of completing the required work specified in the DRAFT Performance Work Statement.

4) Responses shall contain: 1.) Contractor detailed capability statement to include equipment and labor force and similar effort level/ magnitude past/current performance references for aviation facilities if applicable. 2.) If the prime contractor planned to subcontract out certain percentage of  works, include Name, address, and socio-economics size standard of proposed subcontractors 3.) ANY Questions/Concerns/Practical Recommendations to the requirement Draft Statement of Work and email to nancy.m.zeng.civ@mail.mil and/or Katie.j.lyons.civ@mail.mil before October 25, 2019, Friday 4:00 PM.  No telephone inquiries will be accepted.
