SOLICITATION NOTICE FOR REQUEST FOR QUOTATION (RFQ): FIRM-FIXED PRICE requirement for an FY2020 Area Wide Market Analysis (AWMA) for the State of Georgia.

SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-30.


The United States Department of Agriculture Farm Production and Conservation (FPAC) is issuing this solicitation notice for an FY2020 Area Wide Market Analysis (AWMA) requirement for the State of Georgia Agriculture Conservation Easement Program and Wetland Reserve Easement (ACEP-WRE).


This procurement is a Total Small Business Set-Aside for Small Businesses and will be released under Solicitation Number 12FPC119Q0012 The Small Business size standard is based on the North American Industry Classification System (NAICS) code 531320 Offices of Real Estate Appraisers with a size standard of $7.5 million average annual income.


PROJECT DESCRIPTION. USDA Natural Resources Conservation Service (NRCS) is seeking an independent real estate professional to complete an Area Wide Market Analysis (AWMA) for the State of Georgia. NOTE: See attached Statement of Work (SOW) for full details.


PURPOSE. The purpose of the Area Wide Market Analysis (AWMA) is to provide the fair market value of the land for the land use types typically enrolled in the Agriculture Conservation Easement Program Wetland Reserve Easement (ACEP-WRE) in the market areas identified by USDA NRCS.

WORK TO BE PERFORMED BY CONTRACTOR. Contractor shall furnish all labor, equipment, materials, travel, and incidentals to complete the requirement for an Area Wide Market Analysis (AWMA) for the State of Georgia USDA NRCS Agriculture Conservation Easement Program Wetland Reserve Easement (ACEP-WRE). All work shall be done in accordance with the attached Statement of Work (SOW) specifications and terms and conditions of the contract, and other attachments provided.


TIME FRAMES/DATE. The market analysis must be completed no later than 45 calendar days after contract award. The Government has 15 calendar days from the date of the deliverables to approve and accept the market analysis report.


PREPARATION OF QUOTATIONS.
In order to receive complete consideration for award of a contract, prospective Quoters are requested to submit quotes consisting of the following:
1. Completed Standard Form (SF) 1449, sign and date
2. Completed Standard Form (SF) 30, if applicable,
2. Completed PRICE SCHEDULE (page 3)
3. Complete all other representations and certifications required by Section K and not already completed in the System for Award Management (SAM)
4. Provide evidence of registration in SAM and that status is "Active".


Quotes may be submitted via USPS (Express Mail), Fedex, UPS, to:
USDA NRCS Temple State Office, Attn: Danny Mandell, Contracting Officer Section 1, FPAC, W.R. Poage Federal Building 101 South Main Street, Suite 200 Temple, Texas 76501. When mailing your offer, make sure you allow enough time for delivery by the above deadline. Documents sent late and received after the deadline stated above will be considered non-responsive.


Emailed offers will be accepted. You can email your quotation to Danny Mandell@usda.gov, offers by email must be received no later than May 31, 2019, 2:00 pm Central.


Potential Quoters are advised that they are responsible for obtaining and acknowledging any and all amendments to the solicitation. It is the Offerors responsibility to view the FedBizOpps website at www.fbo.gov, daily as no other notification of amendments will be provided on any revisions to this announcement or other notices.


SYSTEM FOR AWARD (SAM) REGISTRATION. All prospective contractors must register in the System for Award Management (SAM) registration database at www.sam.gov, to be considered for an award of a federal contract.
