SUBJECT: Purchase Request FD2060-19-33813

 

 

Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the F-15 SA Aircraft for the Royal Saudi Air Force (RSAF) within purchase request number FD2060-19-33813.

 

The Government is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification to deliver the two spare parts identified below.  The Government does not own or have access to the engineering data for these items. 

 

ITEM DESCRIPTION

           

FUNCTION: These two assets are part of the Ejection Seat. The seats are made to provide safe escape at aircraft speeds from 0 to 600 KEAS (knots equivalent airspeed) (at sea level) and from ground level to 50,000 feet. Safe escape is achieved through special features and controlled event timing. The seat provides three modes of operations. The three modes are required to get the correct elapsed time from ejection start to recovery of the crewmember under all escape conditions.

Impediment to Competition:

 

The original equipment manufacturer for this item is Boeing Company, The DBA Boeing Division Defense, Space and Security. (CAGE 76301), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, is Boeing Company, The DBA Boeing Division Defense, Space and Security is the only known source with adequate knowledge of the these assets performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the overall assets. 

 

INTEREST

 

The DLA/AWB Contracting Office intends to award a sole source contract to Boeing for the manufacture of the assets in support of the RSAF F15-SA program.  Other interested parties may identify their interest and capability by respond to this SSS requirement no later than 3 Jun 2019 by e-mail to wilma.felton@us.af.mil. ; The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
