This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is 15B21719Q00000009 and this solicitation is issued as a Request for Quote (RFQ).

The solicitation is for Fourth Quarter Bread Subsistence Products, FY 2019. For a list, description and total quantities of all items refer to the line items listed on section 2 of the attached SF1449.

This solicitation is a 100% small business set aside.


The NAICS for this requirement is 311812. The items in this solicitation are to be awarded as ALL OR NONE. If not all of the items can be provided, the quote will not be considered. The quantities are estimates only and in no way is to be construed as precise requirement, nor constitute a BOP guarantee.

Quotes will be FOB destination (no fuel surcharges will be accepted) with delivery from July 1, 2019 through September 30, 2019. Any items shipped prior or after will be returned at vendor's expense.

Deliveries will be made to the Federal Bureau of Prisons, Federal Bureau of Prisons, Federal Detention Center, 700 Arch Street, Philadelphia, Pennsylvania 19106, in accordance with the attached delivery schedule contained in the solicitation. Bread deliveries will be made on Tuesdays between the hours of 08:00 AM and 11:00 AM, EST. Orders for the bread will be placed by phone or email a week in advance for the upcoming week.


The contract type will be a firm and fixed price. The Government will award to the responsible vendor whose quote conforms to the solicitation and is considered most advantageous to the Government.

The date and time for receipt of quotes is June 4, 2019 at 9:00 AM EST. Faith based organizations and Community based organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. All responsible sources may submit a quote, which will be considered. Quotes must indicate solicitation number 15B21719Q00000009, time specified for receipt of offer, name, address and telephone number of offer, technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation, terms of any expressed warranty, price and any discount terms. Quotes must include acknowledgment of all amendments, if any.


Evaluation factors are price and past performance. Venders who submit a quote concurs that the attached delivery schedule will be met. Vendors should not quote on items which cannot be delivered for any reason.

PAST PERFORMANCE: A record of poor performance due to failure to deliver items within the expected delivery time period, requests to remove an item from a signed purchase order on previous awards, requests to disregard or cancel a signed purchase order, or poor quality may result in a poor performance rating. FDC Philadelphia will award quoted items to vendors that have a high past performance record IAW FAR 13.106-2(4)(ii) regardless of the quotes with the lowest price. Quotes from vendors without poor past performance represent the best value when compared to any lower priced quote(s).


Do not change specifications of the items within the solicitation or the quote will be considered non-responsive.

FDC Philadelphia reserves the right upon inspection to return the item(s) if they are damaged or not in accordance with specifications as listed in the solicitation.
All vendors who submit quotes must be registered in www.SAM.gov to be considered for award.

ALL offers shall be submitted on the SF1449. OMB Clearance 1103-0018. ALL PAGES OF THE SOLICITATION, INCLUDING THIS HEADER PAGE, ALL ATTACHMENTS AND AMENDMENTS (IF ANY), MUST BE SUBMITTED WITH YOUR QUOTE. Please check line 28 and sign 30a and print 30b on the 1449.
