This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.


The National Institute of Health, Clinical Center (CC) intends to award a fixed price purchase order to Nova Biomedical Corporation, Waltham, MA 02453-3465 on a sole source basis to procure and replace bedside blood glucose meters for the approved units in the Clinical Center.


Selection and implementation of FDA approved hospital grade point-of-care whole blood glucose bedside monitoring durables, informatics, and supplies is needed. The data, specifically, patient test results and quality control results, must be able to successfully interface with the Clinical Center, Department of Laboratory Medicine (DLM) Laboratory Information System (SOFT) and the Clinical Center Hospital Information System (CRIS). The manufacturer will provide newly manufactured glucose meter kits including: docking stations, batteries, and carrying cases delivered from the factory.


After market research, Nova Biomedical Corporation is the only known manufacturer who meets the specific needs of the acquisition. Interface ability to SOFT and CRIS information systems, meters that can be cleaned using hospital-approved disinfectant such as 10% bleach (Dispatch), Asepticare, or 70% alcohol for infection control, and rechargeable batteries for efficiency is required.


This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

e. Capability Statement
