The US Army Contracting Command - Redstone Arsenal has a sole source requirement to provide Expeditionary Low, Slow Small Unmanned Aerial Vehicle Integrated Defeat system (E-LIDS). This effort is for procurement, delivery, and sustainment of the hardware, software, and firmware associated with E-LIDS in support of the U.S. Army and Joint Urgent Occupational Need (JUON) CC-0558.

The C-UAS capability provided is required to detect, track, classify, evaluate and defeat Group 1, Group 2, and low-end Group 3 Unmanned Aerial Systems (UAS).


The period of performance for this effort is estimated at 60 months from date of award, including a 12 month base ordering period and four (4) 12 month ordering periods. The anticipated type of contract is Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price for all hardware, software, firmware and production related services; Cost-Plus-Fixed-Fee for all non-production related services. This IDIQ will support a production quantity of up to 100 E-LIDS as well as deployment, sustainment and logistics support in various CONUS and OCONUS locations. The IDIQ will also provide the ability to develop, integrate, and test new capabilities to counter evolving UAS threat.


Pursuant to 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), this proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source - SRC, Inc., 7502 Round Pond Road, North Syracuse, NY 13212 (CAGE 28541). SRC, Inc. is the only known source with the specialized technical expertise to satisfy the requirements of E-LIDS in the timeframe of the JUON. SRC, Inc. is, and has been, the designer, developer, and integrator of E-LIDS. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Contact the POC, via email, to obtain the solicitation. The Government does not have the technical data for this requirement.
