Heavy Equipment Rental, Stehekin District, North Cascades NP

Background / Description of Requirement:
The National Park Service manages paved and gravel roadways within the Stehekin District of North Cascades NPS Complex and Lake Chelan National Recreation Area. We also have occasional needs for heavy equipment to perform a variety of maintenance tasks and other services. This requirements contract will establish rates and procedures for heavy equipment rental, with or without operator, to assist with NPS operations. The parkB?s maintenance office is located at:

All work required by this contract will be performed in Lake Chelan National Recreation Area, Stehekin District, North Cascades National Park Service Complex. Stehekin is a remote community located at the north end of Lake Chelan, approximately 50 miles from Chelan, Washington. The Stehekin valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by boat, barge, or floatplane; all materials and equipment will need to be barged. Within the Stehekin valley, the project area can be reached on roads suitable for hauling heavy equipment or near the shoreline via a barge. Lodging and meal services are available on a limited basis. Cellular phones do not work; public phone service at Stehekin is limited to a single telephone requiring credit or calling card; and there is no public Internet access.

The work required by this contract represents requirements in excess of the quantities that the government may itself perform. All equipment to be called out and tasks to be performed shall be at the request of the Contracting Officer or a duly authorized Contracting OfficerB?s Representative (COR).

The Contractor shall operate their own heavy equipment to perform a variety of services such as road repair, maintenance, and emergency services including, but not limited to, hauling material, grubbing, establishing rough grade, grading, ditching, demolition projects, loading and transporting rocks, gravel, and other loose materials, and utility projects. Work under this contract may also include work on Lake Chelan in or near creeks and the Stehekin River. Activities may include in-water work for erosion control, other resource projects, and utility work (trenching and backfill).

In addition to work performed alone, the operator may occasionally assist NPS crews in establishing reroutes of roads and water crossings following major storm events. All equipment and personnel must be able to respond within 24 hours of a call-out for post-storm clearing activities.
