This is a Request for Proposal for Environmental Laboratory Sampling Services. The proposal due date is 27 September 2019 at 2:00 pm. The North American Industry Code Standard (NAICS) is 541380, Testing Laboratories; the annual size standard is $15,000,000. The procurement method is contracting by negotiation. The solicitation utilizes Lowest Price Technically Acceptable (LPTA) source selection procedures which require offerors to submit a non-price proposal which includes: management approach, corporate experience, safety, and past performance. In addition, the offerors are to provide a price proposal for evaluation by the Government. The resulting contract is a firm-fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract. The contract term will be a base period of 12 months with four 12-month options or until the maximum not-to-exceed amount of $4,000,000 is reached, or whichever comes first. Only the base period of the contract will offer a minimum guarantee.

This contract will replace a contract for similar services awarded in 2014 for a not-to-exceed value of $5,000,000, this contract expire on 30 November 2019. The current contract number is N44255-15-D-0002.


This procurement is for an Environmental Laboratory Sampling Services FFP IDIQ contract for Navy facilities located in Naval Facilities Engineering Command, Northwest's Area of Responsibility of the United States. The procurement consists of one solicitation with the intent to award a single contract to the responsible offeror whose proposal, conforming to this Request for Proposal (RFP), will be most advantageous to the Government resulting in the best value, price and non-price factors using the LPTA source selection process. Offerors are advised award may be made without discussions. Therefore, the offerors should submit proposals which contain their best terms.
This is an IDIQ contract with pre-established fixed price unit prices. The actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer or his/her properly authorized representative, who will issue written task orders to the contractor. Award of task orders will be on a firm fixed price basis. The task order range for this contract is between $2,000 and $100,000.
Laboratory Testing will include providing testing supplies (containers, coolers, blue ice, packing materials, preservative, etc.) and services to analyze environmental and other samples, including but not limited to, the following regulatory programs: Drinking Water, Wastewater, Stormwater, Groundwater, National Pollutant Discharge Elimination System, Industrial wastewater, Hazardous/Solid Waste, Air Testing, CERCLA (remedial investigation, feasibility studies and risk assessment - soil, sediment, groundwater, tissue), Sediment, Spill Response (shoreline, water), and Underground Storage Tank investigations/closure. Work will also include testing related to construction/remodeling such as asbestos, lead, soil characteristics, and waste characterization.
