THE PURPOSE OF THIS AMENDMENT IS TO PROVIDE THE LAST ROUND OF QUESTIONS AND ANSWERS. The ESC organization at the MMAC has a requirement for a deployment of new procurement funcationality outside of existing capability for customers. Contract tasks include, but are not limited to the following requirements:

B7 An analysis of procurement system replacement for ESC customers
B7 ESC PRISM New Customer Deployments or Migrations
B7 PRISM Reports Remodernization

Labor categories include, but are not limited to the following:
Subject Matter Expert II;
Subject Matter Expert III;
Scrum Master II;
Application Engineer II;
Application Systems Analyst III;
Application Systems Analyst II;
Systems Analyst/Programmer IV;
Systems Analyst;
Programmer V;
Tester II and
OBIEE Developer.

ALL QUESTIONS REGARDING THE PROJECT MUST BE RECEIVED
IN WRITING to stephen.mangan@faa.gov NO LATER THAN 3:00 P.M. CT ON JUNE 26, 2019 TO ALLOW FOR RESPONSES TO BE PROVIDED PRIOR TO DUE DATE FOR RECEIPT OF PROPOSALS.

Contractors must be registered with the System for Award Management (SAM) on the date for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), bif the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.b

Proposals must be received by Stephen Mangan, no later than, 3:00 p.m. CT, July 9, 2019.

Emailed proposals shall be sent to stephen.mangan@faa.gov and must contain 6973GH-19-R-00126, as part of the email subject line. See attached: SIR 6973GH-19-R-00126 for specific proposal submission instructions.

Any responses received after 3:00 p.m. CT, July 9, 2019 may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of
submittal vendor's response may be determined ineligible.

Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process.

This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. Therefore, any cost associated with the SIR submission is solely at the vendorbs expense.
