 The US Air Force, 48th Contracting Squadron, RAF Lakenheath, United Kingdom (UK) anticipates to solicit in the near future for Engineering Advise & Assist Services as described in the attached Draft Performance Work Statement (PWS) (Attachment 1). All services will be based at RAF Lakenheath, UK. Approximately sixty-two positions are estimated in 31 different labor categories as identified in the attached spreadsheet (Attachment C).
We anticipate an IDIQ type contract with the period of performance for the contract to be 1 April 2020 - 31 March 2025; constituting of a one year basic and four one-year option periods with a possible six month extension. 

The anticipated forthcoming solicitation will require companies who wish to propose prices as "Firm-Fixed-Priced"; whereby such proposed pricing will not be subject to adjustment, revision, and/or negotiation during the US Government's evaluation process leading to a subsequent contract award decision.

NOTE: Although a "DRAFT" PWS is provided, this notice does not constitute a solicitation. This notice is for market research and acquisition planning purposes only. 

Requested Information

The following information is requested from interested companies.  The Government will use this information to determine the best future acquisition strategy for this requirement.

 

•1.     When the aforementioned service is formally solicited by the US Government, would your company be interested in providing a proposal? If so, please provide the contact details of your company.

 

•2.     When the aforementioned service is formally solicited by the US Government, would your company submit a proposal?

 

•3.     Would your company be able to provide personnel for all the positions identified in Appendix A? If not which positions could you provide for? 


•4.     The US Government would prefer to issue one contract for all labor categories; however, if that is not possible, how would your company group these positions?

•5.     How much time would your company require to provide a proposal?


 •6.     On average, how much time would your company require to find and staff a number of the positions in Appendix A?

 •7.     Based upon the attached "DRAFT" PWS attached, are there any aspects that are unclear and/or do not allow a clear understanding of the US Government's requirements? 

 

•8.     Based upon the attached "DRAFT" PWS attached, are there commercial industry practices that appear to differ greatly than what is being requested by the US Government under the anticipated, forthcoming solicitation?


 •9.     Has your company ever provided employees for a UK company?
