The 319th Contracting Flight at Grand Forks Air Force Base (GFAFB), ND is issuing a Request for Proposal (RFP) for a Firm Fixed Price (FFP) definite-quantity contract for Energy Management and Control Systems (EMCS) Services to be performed at GFAFB, ND.

The contractor shall provide all management, tools, supplies, equipment, and labor necessary to maintain Energy Management and Control Systems (EMCS) at Grand Forks AFB, ND. The contract personnel must be able to upgrade, maintain, and repair the base EMCS System in addition to performing a variety of technical and administrative tasks in support of the overall HVAC functions in strict accordance with the Performance Work Statement (dated 1 May 2019). This solicitation will result in a Firm-Fixed Price type contract for services with a period of performance of one base year and four one-year option years. The base period will be from 28 September 2019 through 27 September 2020. The North American Industry Classification System (NAICS) code is 238220, Heating, ventilation and air-conditioning (HVAC) contractors, with a small business size standard of $15M. 



Award will be made using the Source Selection procedures referenced in FAR 15.3. Source Selection, as well as the tradeoff procedures referenced in FAR 15.101-1 Tradeoff Process, resulting in the best value to the Government. This is a competitive best value source selection in which competing offerors' past performance history will be evaluated on a basis significantly more important than cost or price. By submission of its offer, the offeror consents to all solicitation requirements, including terms and conditions, representations and certifications. 



This acquisition will be solicited on an Unrestricted Basis.



All contractors MUST be registered in the SYSTEM FOR AWARD MANAGEMENT (SAM) database or their proposal MAY NOT be considered for award. Contractors can obtain further information on the SAM database at the website https://www.sam.gov. This solicitation will only be available by downloading the solicitation and http://www.fedbizopps.gov. No paper copies or CD-ROMS will be issued. Once the solicitation is issued, it is incumbent upon the interested parties to visit the website frequently for any updates/amendments to all documents.
