The Government intends to solicit and negotiate with only one source under the authority of 6.302 using simplified acquisition procedures of FAR Part 13. This is a synopsis for a noncommercial item prepared in accordance with the format in FAR 13 as supplemented with additional information included in this notice. Incorporated provisions and clauses are those in effect through the most recent Federal Acquisition Circular.


This Firm Fixed Price (FFP) requirement is being solicited on a sole-source basis to Newton Labs, Inc. NAICS Code: 334519 and Size standard is 500 employees. NUWC Division Newport intends to procure one (1) mechanical encapsulated underwater shaker system that can be encapsulated in a pressure vessel that is rated to 600 feet of depth (260 psi) to support the Naval Undersea Warfare Center, Newport, RI Acoustic Pressure Test Facility (APTF). Required delivery is 120 days ADC. F.O.B. Destination Naval Station Newport; Newport, RI.


It is expected to award a FFP purchase order to Newton Research Labs, Inc.,(CAGE Code 4T8Z4), 441 SW 41 St, Renton, WA 98057. They are the only source for this mechanical encapsulated underwater shaker system with pressure vessels which can operate under high ambient pressure and possesses the expertise and unique requirements that Newton Research Labs, Inc. has developed and manufactured. Interested persons may identify their interest and capability to respond to the requirement or submit quotes.


This notice of intent is not a request for competitive quotes. However, all quotes received by the closing date will be considered by the Government. A determination not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
