The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate a fixed Price Indefinite Delivery Indefinite Quantity contract, on a sole source basis, with BAE Systems, CAGE 94117, 65 Spit Brook Rd, Nashua, NH, 03060-6909.

The contract will support delivery of the F-35 Electronic Warfare (EW) Stand Alone Model and a real time, high fidelity pulse level model emulating the F-35 EW System hardware front end and simulating the EW OFP software, and coupled with EW test stand software. The contract will also procure studies, analysis, support other related services.

The real time pulse model must:
-Execute in hard real-time
-Interface with an Integrated Core Processor HWIL TR2 and TR3 aircraft interfaces
- Integrate with NEWEG - integrate with F-35 subsystem models and fulfill the full EW system capability.

The Government does not possess the data required to create the required high fidelity pulse level simulation or support its integration.

Market Research has not found any other sources capable of meeting the Government's current requirement.

THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements". Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by11:30 AM EDT 22 November 2019 will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must include the company name, point of contact, address, area code and telephone number, telecopy (fax) number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort.
