 SOURCES SOUGHT SYNOPSIS
EMXG Production Support Augmentees

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to provide skilled augmentees in support of daily operations in relation to current and incoming workload for the support of 29 weapon system platforms. Security clearance at the SECRET level required for Avionics Complex. Contract employees must abide by AFI 16-1404, AF Information Security Program. Amount of foreign participation in this requirement has not been determined.

 The Government requires contractor to provide technical and administrative production support services for the     402 EMXG, Robins Air Force Base, GA. Production support services includes depot avionics technical repair, engineering services, budget analysis support and continuous process improvement (CPI) services. The Government has determined that this is a commercial service. Commercial services are defined in the attached performance work statement (PWS). (NOTE: These documents are included in the request for information.)

 •1.0 Avionics Technical Services (AT2/AT3) The contractor shall accurately diagnose faults and take appropriate repair actions to restore Line Replaceable Units (LRUs), Shop Replaceable Units (SRUs), Test Measurement & Diagnostic Equipment (TMDE), Automatic Test Equipment (ATE) and special purpose test equipment to operational condition.

 •1.1 Diagnose faults in the test stations and Test Program Sets (TPS) and take required repair actions to restore electronic units or test stations, multi-conductor cables and wiring harnesses to fully operational and serviceable status. The contractor shall assist in the validation/verification process to identify and determine faults inserted in new TPS prior to  acceptance.

•1.2 The contractor shall review and interpret schematics, blueprints, and technical manuals in the performance of repair, troubleshooting, and technical analysis duties for repairable units and test stations. The contractor shall access the Original Equipment Manufacturers (OEM) CADSTAR Program and/or FEDMIX program to obtain the latest drawings, parts lists, mechanical drawings, and technical specifications. Consult with the OEM's point of contact to ensure the highest possible accuracy in the information database for technical   advice.

•1.3 The contractor shall use a variety of standard Test Measurement and Diagnostic Equipment (TMDE), distortion analyzers, frequency counters, multi-meters, oscilloscopes, signal generators, and voltmeters in support of technical and repair services.

•1.4 The contractor shall perform self-devised, supplemental fault or technical analysis routines when failures are beyond the scope of automated diagnostics program Test Program Sets (TPS) to isolate the faulty components. The contractor shall train government personnel in the proper use of these   techniques.

•1.5 The contractor shall perform in-depth analysis of test software and recommend specific corrective actions. In addition, the contractor shall assist in prototype and first article testing to ensure the Government receives a fully functional TPS that identifies faults quickly and accurately.

•1.6 The contractor shall perform in-depth technical analysis to resolve issues pertaining to technical problems on  specified  weapons systems.

•1.7 The contractor shall set up and operate equipment used in the fabrication of printed circuit boards, cables and other higher level  assemblies.

•1.8 The contractor shall Production Accepted Certification (PAC) stamp the identification tag to certify condition of assets prior to shipment.

•1.9 The contractor shall repair, modify, troubleshoot, calibrate, align and functionally test electronic equipment and test stations, both manually and with automatic test stations. No more than 1 confirmed Quality Deficiency Report (QDR) per month attributed to contractor workmanship.

•2.0  Engineering Services. The contractor shall have knowledge of OSHA regulations and application of  applicable guidance for safe design and improvements. The contractor shall determine the best value resolution    for each problem as warranted and provide a recommended course of action, along with viable alternatives, for    the Government's consideration. The contractor shall develop reports documenting problem data, analyses, and recommended solutions including supporting rationale. No more than one Valid Customer Complaint per month for failure to provide required engineering services.

2.1 Industrial The contractor shall evaluate and establish production processes and controls and use AFSO 21, LEAN, Six Sigma, or similar analysis tools to implement continuous process improvements. The contractor shall use Computer Aided Design (CAD) to manage facility modifications and new construction projects. All projects shall comply with appropriate OSHA regulatory guidance for infrastructure issues.

•2.2 Mechanical (Utility Infrastructure) The contractor shall prepare and maintain facility mechanical documentation in AutoCAD and prepare design drawings and interface with base organizations for design, troubleshooting, and repair of infrastructure components. The contractor shall perform project management on various programs within the organization.

•2.3 Mechanical (Hardware Design) The contractor shall prepare and maintain AutoCAD inventory files and perform mechanical designs of military "black boxes" using applicable DoD Technical Orders and industry best practices. Designs involves numerous part drawings and assembly drawings. The contractor shall perform  thermal and mechanical stress analysis for new and existing designs and identify potential obsolete parts issues prior to occurrence and provide recommended solutions. In support of this requirement, the contractor shall have access to the Government Industry Data Exchange Program's Applications, Programs, and Indentures (API),  other Government databases, and specialized Diminishing  Manufacturing.

•2.4 Electrical The contractor shall possess a working knowledge of National Electrical Code and relevant Institute of Electrical and Electronic Engineering (IEEE) standards for powering industrial and electronic equipment, as well as industry and government electrical safety practices, including OSHA requirements. The contractor shall interface with, and provide guidance to, safety officials on electrical safety issues. The contractor shall troubleshoot multi-voltage, multi-frequency (480/277V, 208/120V, 199/115V 400Hz, 28 VDC) electrical distribution systems and prepare and maintain facility electrical documentation in AutoCAD and prepare design drawings. The contractor shall determine design requirements in support of facility construction projects, provide feedback on design drawings, and provide oversight of electrical construction projects. Knowledge of energy conservation practices is also required.

•2.5 General In support of this requirement, the contractor shall have access to the Government Industry Data Exchange Program's Applications, Programs, and Indentures (API), other Government databases, and specialized Diminishing Manufacturing Sources and Material Shortages (DMSMS) tracking databases. The Government will provide access to these systems. The Contractor will complete any access requests. The contractor shall also   identify potential obsolete parts issues prior to occurrence and provide recommended  solutions.

•2.6 Reverse The contractor shall perform reverse engineering of selected components, associated structures and assemblies, as required to complete or supplement system design and maintain precision tolerances where required. The contractor shall perform all material, electrical and metallurgical evaluations using a structured process including issue identification studies, requirement definition, data development, technology insertion, verification,  and productionassistance.

•2.7 Test The contractor shall accurately repair 1970 - 2000 vintage manual and automatic test stations overcoming hardware failures and obsolescence within the equipment. In addition, the contractor shall identify potential obsolete parts issues prior to occurrence and provide recommended   solutions.

•2.8 Design The contractor shall perform design activities that will replace existing electronics using current technology electronics. Designs shall be form-fit-function and implement programmable logic devices and other newer technologies where applicable. The contractor shall utilize design simulation software to validate designs    prior  to implementation.

•2.9 Radio Frequency The contractor shall perform design, test, analysis, and consultation for all Radio Frequency (RF) projects. This includes recommendations and specifications for appropriate equipment. The contractor shall utilize design simulation software to validate designs prior to implementation.

•3.0 Engineering Technical Services ET3 The contractor shall determine the best value resolution for each problem as warranted and provide a recommended course of action, along with viable alternatives, for the Government's consideration. The contractor shall develop reports documenting problem data, analyses, and recommended solutions including supporting rationale. Specific expertise required within a discipline shall be further identified by subcategories as applicable. The contractor shall interpret engineering data, specifications, drawings, Technical Orders, spreadsheets, and be able to analyze, test, and report on trends, significant patterns, or boundaries as related to electronics, mechanical systems, or building complex electronic systems. The contractor shall accurately read engineering drawings, architectural plans and specifications to analyze research, interpret, and apply rules, regulations and procedures to complete the task. Perform broad assignments requiring schedule/cost planning, project execution, and reporting.

•3.1 General The contractor shall use written guidance and local standard procedures to complete work requests, make recommendations for changes to facilities and equipment to improve production processes or to comply with regulatory requirements in support of various programs required of the organization. The contractor shall research specifications, written guidance, and technical data such as drawings to make recommendations on modernization or maintenance of facilities and equipment.

•3.2 Test Electronics The contractor shall apply Technical Orders (TO) and ATE self-test programs to systematically identify/repair ATE failures. The contractor shall perform technical research necessary to define solutions for modernization or replacement of aging or obsolete equipment. The contractor shall plan, design, and fabricate test equipment to be used in initial testing of electronic systems and  equipment.

•3.3 Hybrid Electronics The contractor shall manufacture and repair hybrid microelectronics and perform various semi-automated and manual diagnostic testing on hybrid microcircuits.

•3.4 Electrical The contractor shall troubleshoot multi- voltage, multi-frequency (480/277V, 208/120V, 199/115V 400Hz, and 28VDC) electrical distribution systems. Provide technical advice and guidance to EMXG management as well as Plant Services and Civil Engineering electricians. The contractor shall assist with design and fabrication of electrical assemblies to be used in electrical power applications for production and administrative systems and equipment. The contractor shall research specifications and electrical component requirements to supplement acquisition activities for modernization, repair, and/or replacement of aging or obsolete equipment distribution and power systems. The contractor should accurately read schematics, troubleshoot electrical circuits, and repair electrical  distribution circuits.

•3.5 Mechanical Engineering Technical Services ET3 The contractor shall perform broad assignments requiring schedule/cost planning, project execution, and reporting. The contractor shall work in conjunction with government engineers and higher level technicians in the design of and fabrication of mechanical assemblies. The contractor shall research specifications and mechanical component requirements to supplement acquisition activities for modernization and/or replacement of aging or obsolete equipment or components. The contractor shall perform in- depth technical analysis to resolve issues pertaining to mechanical problems on specified weapons systems. The contactor shall set up and operate equipment used in the fabrication of jigs, fixtures, and other mechanical assemblies.   The contractor shall accurately read, interpret, and produce engineering drawings. The contractor shall work in conjunction with EMXG management and engineers in     the  Group's  energy  conservation  program,  developing  reports,  developing  and  implementing  conservation programs and  provide  energy  cost  saving  proposals.  The  contractor  shall  provide  recommendations  for  repair  of Utility  Infrastructure  equipment  and  control  systems  which  will  provide  energy  conservation  savings.  The contractor shall work with engineers and technicians in the design, maintenance, and repair of Utility Infrastructure equipment  and  controls.

•4.0 Industrial Engineering Technical Services IT3 The contractor shall perform complex studies for repair, overhaul, manufacture and modification of Line Replaceable Units (LRUs), Shop Replaceable Units (SRUs), and test stations in support of major weapon systems. The contractor shall manage workloads within cost/schedule/performance and maintain compliance with technical and regulatory requirements. The contractor shall perform process improvement, layout designs and cost  analysis.

- 4.1 The contractor shall develop planning packages, establish labor standards, identify and procure equipment, develop/maintain Bill of Material (BOM) and Work Control Documents (WCDs). Independently, the contractor shall perform studies of large, complex projects and research technical data and interview technicians to ensure shops have technical data, tools, equipment, WCDs, material and parts needed to complete    the mission.

•4.2 The contractor shall perform research, plan, and initiate job acceptance for programmed and non- programmed workloads. The contractor shall select codes for skills, equipment, and work centers. The contractor shall identify and obtain tooling, blueprints, provisioning data, technical data and test equipment. The contractor shall establish and validate End Item Sales Prices (EISP) and ensure funding is in place before    assets  are inducted.

•4.3 The contractor shall develop/revise standards to include: labor, material, equipment and facility standards for shop workloads. Analyze workloads to effectively plan labor and equipment support and maintain documentation of labor, WCDs and BOMs in maintenance systems. The contractor shall calculate flow days and examine processes and methods to ensure flow times are minimized. The contractor shall assist in the development of budgets  and  labor rates.

•4.4 The contractor shall research material to accurately determine piece parts required for repair. The contractor shall identify alternate sources and/or methods to obtain piece- parts. The contractor shall initiate requests for   non -stock listed items and coordinate with Defense Logistics Agency (DLA) for processing. The contractor shall assist in long-range forecasting and prepare AFTO Form 22s and AFMC Form 202s accurately and IAW regulatory guidance.

5.0 Working Capital Fund Production Analyst WCF The contractor shall assist in the financial, administrative, and management functions. These include assisting in the preparation of financial reports, financial funding documents, and correspondence. The contractor shall research/analyze financial and production information via Working Capital Fund Systems to properly close out Job Order Numbers (JONs), validate End Item Sales Price (EISP) detailed information, confirm material replacement percentages, investigate material overages, and reconcile outstanding equipment documents as   needed.

6.0  Process  Analyst  (Production  Operations  Analyst)  PA  The  contractor  shall  serve  as  a  Production Operations Analyst having management responsibility to direct, plan, and exercise control over multiple computer automated production management and analysis systems. The contractor shall compile, analyze, and publish management reports as required. Any products or intellectual property developed as a direct or indirect result of these services shall be considered Government work and shall have no license or other usage encumbrances.     The contractor shall be required to deliver electronic copies of any products developed under this contract upon termination of services or the expiration of the contract period.

 7.0 Management Analyst MA The contractor will serve as a Management Analyst responsible for performing studies involving quantitative and qualitative data analysis. The contractor shall provide analysis of current operations, identification of problem areas, and recommendations for improvement. Position requires extensive knowledge of wholesale and retail Air Force logistics and related supply chain management systems. Any products or intellectual property developed as a direct or indirect result of these services shall be considered Government work and shall have no license or other usage encumbrances. The contractor shall be required to deliver electronic copies of any products developed under this contract upon termination of services or the expiration of the contract period.

8.0 Lean Facilitation Services LNF The contractor shall plan, schedule, and facilitate Continuous Process Improvement (CPI) initiatives within schedules and priorities assigned by the government. The contractor shall analyze various maintenance processes/procedures and provide recommendations to resolve substantive issues   of effectiveness and productivity of work operations. The contractor shall apply AFSO21 methodology principles/tools to the various services and provided in order to reduce waste and improve efficiency. In addition, the contractor shall correlate all aspects of major project areas studied and define visions of business processes     to achieve the desired future  state.

•9.0 Security Services SECA The contractor shall assist security managers by receiving visitors and escorting non-cleared personnel into the Avionics Complex, and assuring proper security requirements have been   met.

•9.1 Security Assistants SE ASST The contactor shall monitor and implement established security policies and procedures to all management and personnel concerning security programs which includes  providing  access capabilities for all employees, identification badges for control entry to the facility oversight for all incoming and outgoing items commercially shipped, and monitors vehicle entry/exit to the facility and perimeter parking.

•10.0 Technical Writer-Editor TW The contractor shall serve as a control point for acquisition/management/writing/editorial control of technical orders. Write original technical manuals, revisions, changes, and supplements from source data provided by various sources. Documentation shall be in accordance with applicable, governing Air Force specifications. Final documents shall be grammatically correct, clear and concise, and complete technical  documentation.
