THIS IS A COMBINED SYNOPSIS/SOLICITATION for the commercial product prepared in accordance with the format in FAR Subpart 12.6 & FAR Subpart 13 as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation: quotes are being requested, and a written solicitation will not be issued.


Solicitation number M00263-19-Q-1005 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12. The request for quote procedures are in accordance with FAR Subpart 13 the solicitation document, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01 and DFARS Publication 20181031.


This procurement is conducted under the provisions of Federal Acquisition Regulations (FAR) Part 12 Commercial Items and Federal Acquisition Regulations (FAR) Subpart 13 Simplified Acquisition Procedures. This is a fixed price (FP) contract for leasing of hotel rooms and meals for Educators, Coaches and the MCRC recruiting personnel in support of one (1) Educators and one (1) Coaches workshop per performance period. All events will take place at Marine Corps Base Quantico, VA, or nearby. The Government will receive 50 rooms per night for events one (1) and two (2). The rates cannot exceed the Federal Government per diem rate for one (1) base year, plus three (3) one-year option periods.


In addition, the rates for lodging and meals shall not exceed the applicable per diem rates.  


The Marine Corps Recruiting Command (MCRC) Headquarters intends to solicit and award a Firm Fixed Price (FFP) Contract for Lodging and Meals in support of Educator and Coaches Workshops. This is a 100% Small Business set aside under North American Industrial Classification System (NAICS) code for this requirement is 721110 with a size standard of $32.5 million.


All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M00263-19-Q-1005 attached to this synopsis. Offeror responding to this announcement shall submit their quote in accordance with FAR Part 12.

 


The basis for the award is best value. The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Prospective contractor shall have satisfactory past performance within the last 36 months.


Factor one: Technical Capabilities - Ability of vendor to meet or exceed (via supplementary offerings) requirements provided in support of section 3.1a of the PWS.


Factor two: Amenities - Ability of offeror to meet or exceed amenities identical or similar to those listed at section 3.2 of the PWS.


Factor three: Price


Past Performance Successful awardee shall have satisfactory past performance. Contractor must provide 2 past performance references for similar type support within the last 3 years.  Similar type support will be similar to this acquisition in terms of number of rooms provided, duration of lodging, duration of lodging period, number of conferences per year and the Mandatory Specifications as described in RFQ section 3.1.


The apparent successful, prospective contractor shall have satisfactory past performance.  Past performance shall be evaluated in accordance with FAR 13.106-2.  Government wide Supplier Performance Risk System (SPRS) at (https://www.sprs.csd.disa.mil) will be considered as part of the past performance evaluation process.


 The contract award will be awarded from initial offers. There will be no discussions.


The offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.  The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition.  All other additional contract requirements for this acquisition can be found in the attached SF 1449.


Any/all questions on this RFQ shall be received by this office by 25 March 2019 @ 1:00pm.


The closing date and time for this solicitation is 5 April 2019 @10:00 A.M (EASTERN.)
