This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote RFQ N32253-19-Q-0082.
Pearl Harbor Naval Shipyard & IMF (PHNSY & IMF) seeks services from a Contractor for removal of 53 each docking blocks in accordance with the Performance Work Statement (PWS). The blocks are located at Pearl Harbor Naval Shipyard & IMF. The contractor shall provide all labor, equipment, tools and materials to remove the docking blocks and properly dispose of or recycle the material. The Contractor shall have salvage rights to all scrap material generated as a result of the demolition.
Solicitation N32253-19-Q-00082 is being issued as a Request for Quotes (RFQ) for a Firm-Fixed Price contract. For additional information, please see the attached solicitation and corresponding attachments (N32253-19-Q-0082).

Submit written offers in accordance with the CLIN structure outlined in the announcement. Oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov).
To evaluate technical acceptability and price fair and reasonable, all offerors are required to submit the following:


Offeror shall submit a Technical Capability Volume. The Technical Capability Volume must include:
- An Environmental Protection Plan
- Description on how the work is going to be accomplished. Including:
o Blocks containing paint
o Method/process for removing the blocks
o If necessary, containment methods
o Temporary barriers (If the road will be blocked, a traffic plan should be considered)
- Five (5) pages maximum


The Offeror shall also submit pricing information in accordance with the PWS. Fill in prices and return the SF1449 to include:
- CLIN 0001

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-06 Item I, DFARS DPN 20190820, and NMCARS 18-06. This is a total small business set aside. North American Industrial Classification Standard (NAICS) 238910 and Size Standard of $16.5 million apply to this procurement.

Quotes will be evaluated in accordance with FAR 52.212-2 as listed in the attached solicitation.

Quotes are due to this office no later than 20 September 2019 4:00PM, Hawaiian Standard Time.

Quotes must be sent via e-mail to both the primary and secondary points of contact.

Questions in regards to the solicitation must be submitted via e-mail only to both the primary and secondary points of contact. No telephonic requests.
