This is a Request for Information as defined in FAR 15.201(e). The Portsmouth Naval Shipyard (PNSY) is conducting market research to identify potential sources that possess the capability to dismantle, transport, and dispose of at an approved off-site facility, A Submarine Support Facility (SSF) at the Portsmouth Naval Shipyard, Kittery ME.      

This IS FOR PLANNING PURPOSES ONLY. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM THIS ANNOUNCEMENT.  THE GOVERNMENT IS NOT SEEKING PROPOSALS AT THIS TIME AND UNSOLICITED PROPOSALS WILL NOT BE ACCEPTED.   

PNSY intends to issue solicitation N3904019R0288 and award a firm-fixed-price contract for the dismantlement and disposal of a SSF at PNSY.  The SSF is radiologically controlled.  Disposal will be at an approved offsite facility.   The contractor will be expected to maintain accountability for all materials at the worksite during demolition. PNSY expects that the materials will be controlled and disposed of as radioactive waste for bulk waste assay or an equivalent count and release process.  

All contract personnel will be subject to Shipyard exposure monitoring.  PNSY contemplates using the demolition and bulk disposal method, commonly referred to as “Rip and Ship.”  The volume of waste estimated for disposition is approximately 1,600,000 pounds.  PNSY will perform waste stream characterizations and all radiological surveys in conjunction with this project.

The successful offeror must hold all qualifications, certifications, and licenses necessary for performance of this requirement, including the transportation to, and disposal at an approved off-site facility.  A performance bond will be required.

Based on the results of this Sources Sought Notice and market research, the Government will determine whether the SSF Dismantlement and Disposal requirement will be procured by full and open competition.

Potential offerors are required to tour the SSF in order for a proposal submitted in response to the solicitation to be considered in the evaluation process for award of a contract. The SSF will be made available for potential offerors to conduct the mandatory tour after the solicitation is released.

It is anticipated that the solicitation will be available on the FedBizOpps website at www.fbo.gov on or about the week of 30 September 2019 and will be open for a minimum of 30 days. The anticipated award is targeted for November / December 2019.

Security Requirements:

The SSF contains no physical equipment or arrangements that are controlled or classified. As such, PNSY expects that the activities supporting completion of this project, including the physical dismantlement work, as well as the preparation of contract proposals, technical work documents, and submittals provided for Government review do not require specific handling controls or classification.

 

Optional Pre-Solicitation Tour of the SSF:

The SSF will be made available for an optional tour WILL BE September 25, 2019 at 9 AM.  Scheduling of the optional tour shall be arranged through the Contracting Specialist. Potential offerors intending to tour the SSF shall notify the Contracting Specialist no later than September 20, 2019 to ensure proper arrangements are made. Responses shall include the potential offeror's formal request in writing and be e-mailed to Ms. Alexandra Regazzini at Alexandra.regazzini@navy.mil with the subject line: " Submarine Support Facility Optional Pre-Solicitation Tour".

Specific information and access request forms will be provided to potential offerors upon submission of the request provided to the Contracting Specialist described above.  Dosimetry will not be required for this tour.
