NOTICE OF INTENT TO SOLE SOURCE:
Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), intends to award a firm fixed  price sole source procurement with NEW MECICO TECH to provide:

 CLIN0001:  DIAGNOSTIC CAPABILITIES DEVELOPMENT

The associated North American Industry Classification System (NAICS) code is 541714.  Interested vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. ;


The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements."  The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available.  This notice of intent is not a request for competitive quotes; however, all information received by  JUL 31, 2019 will be considered by the Government.  A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government.









Statement of Work for Reactive Material Characterization with New Mexico Tech

This DTRA funded effort focuses on understanding and quantifying reactive material (RM) fragmentation. Specifically, it aims at measuring the resulting particle size distribution using in-situ methods and incorporating results to improve computational models. Experimental techniques include using advanced imaging diagnostics for in-situ particle size measurements and recovery of fragments for ex-situ analysis. For this effort, New Mexico Tech (NMT) will develop advanced diagnostic techniques for in-situ measurements of fragmentation and particle size as well as corresponding data analysis algorithms. This is part of a multi-year effort and a final complete system is not expected within the first year.

TASKS:

1.      Develop Schlieren and shadowgraph imaging techniques for application to in-situ measurements of fragmenting RM.

2.      Assist NSWC IHEODTD in implementing advanced diagnostics into experimental configuration.
