This is a Request for Quotation prepared in accordance with FAR Part 13, as supplemented with additional information included with this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. This requirement is being set aside for 8(a) small business concerns. The Centers for Medicare and Medicaid Services intends to award using Simplified Acquisition Procedures (Dollar Threshold of $250,000), a fixed-price purchase order for a contractor to acquire and deploy a commercial off -the shelf (COTS) Metadata Management and Data Governance software solution, consultation and software user training to support the Data and API strategies. The Center for Program Integrity (CPI) Data Analytics and Systems Group (DASG) manages multiple information systems that are critical to the integrity and detecting fraud, waste and abuse (FAW) within the Medicare program. DASG has embarked on establishing a data strategy initiative to define the approach that will be taken to manage and use its provider related data and information assets to achieve its business and technology goals. This data strategy key components will define data management and strategy metrics and measure of success, and meet short and long term CPI program and project objectives, and define data governance role and responsibilities. A detailed Statement of Work and Schedule of Deliverables is attached. A purchase order award will be made within approximately (7-10) business days after the response due date of this notice. The estimated period of performance will be August 8, 2019 to August 7, 2020 for one Base Year. The North American Classification Code is  541519 - Other Computer Related Services. Responses must be sent electronically in MS Word format to Phillip.Harrell@cms.hhs.gov no later than 2:00pm on July 29, 2019. Responses shall be no more than 10 pages and shall include the following: 1) Contractor's plan to perform the Statement of Work; 2) and fully loaded labor rates. All responses will be evaluated using the following Evaluation Criteria: 1) Technical Understanding to CMS's Effort - per the attachment, 2) Corporate Experience 3) and Price - Total fixed Price for the Base Year. The government intends to award an order to the responsible offeror whose quotation is the lowest price and technically acceptable. Interested parties must be able to affirm no conflicts of interest with parties involved in Medicare claims processing in light of the work identified in this Statement of Work. In the event that the vendor/government identifies a conflict or the appearance of a conflict, the vendor shall be responsible for providing a mitigation strategy that satisfies the government. In the event that the conflict cannot be resolved, the order cannot be awarded or an existing order may need to be terminated.
