In accordance with (IAW) FAR 12.603(c)(2), Streamlined Solicitation for Commercial Items, the following is submitted for this Request for Quote (RFQ):

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation# FA8723-19-P-0001 is issued as a request for quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03 dated 12 July 2019. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://farsite.hill.af.mil/.

This is a small disadvantaged business set-aside, NAICS Code 561439 at $15M size standard. A single award will be made as a result of evaluation of the quotes received.

Line items, quantities and unit of measure:

Paper contract files:

-        81 total number of boxes (15” L x 12” W x 10” H)

-        2,600 total estimated sheets per box

Services required:

1.     Paper scanning/conversion to electronic/digital form

2.     Enabling Optical Character Recognition (OCR) capability

3.     Storage of scanned files into DVD

4.     File Naming

5.     Secure Shredding of paper files

 

FOB Origin shipment from Peterson AFB, Colorado Springs CO

 

Performance at Contractor’s facility.

 

Completion date: 90 days after award date

 

The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.  Please provide a Firm Fixed-Price quote.

 

Please be advised this RFQ in no manner obligates the Government regarding award of a purchase order. Additionally, please provide a minimum 30 day acceptance period for your quote.

 

Offerors must be registered in the System for Award Management (SAM). All companies must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal.

 

The provision at 52.212-2, Evaluation -- Commercial Items applies.  The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor shall be used to evaluate offers: PRICE

 

Offerors are requested to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.

 

The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.

 

The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
