Interested parties are now invited to submit a proposal for this construction project.

If you are interested in submitting a proposal on this project, read the instructions in Section L of the attached Request for Proposal (RFP).


If you intend to submit a proposal, you should thoroughly examine all documents contained in the contract solicitation package. The United States Department of State, Bureau of International Narcotics and Law Enforcement (INL), Office of Acquisitions Management (AQM), and United States Embassy Port-au-Prince will hold a pre-proposal conference on July 11, 2014 at the clubhouse located in the housing compound directly across the street from the U.S. Embassy Port-au-Prince, which is located at Tabare 41, Blvd du 15 Octobre-Tabarre, Haiti (see attached map titled "Canne Sucre Clubhouse"). Parking will be provided in the open lot across from the street from the Embassy. Please note that vehicles will not be allowed to enter the housing compound. Attendees will enter the housing compound through a pedestrian gate located behind the Valerio Canez Shopping Center, which is adjacent to the parking lot. The clubhouse is just next to the pedestrian gate.

Submit any questions you may have concerning the solicitation documents in writing by July 22, 2014 no later than 4:30 p.m. Eastern Standard Time (EST).  Responses will be posted on the Federal Business Opportunities website (http://www.fbo.gov).


Your proposal must be e-mailed to Sara Collins at CollinsSE@state.gov on or before 4:30 p.m. Eastern Standard Time (EST) on August 11, 2014. No proposal will be accepted after this time.


Complete the OFFER portion of the Standard Form 1442, including all blank spaces, and have the form signed by an authorized representative of your company, or the proposal may be considered unacceptable and may be rejected.

In order for a proposal to be considered, you must also complete and submit the following:


1. Section B and Attachment 13, Proposal Breakdown by Divisions;


2. Section K, Representations and Certifications;


3. Bar Chart illustrating sequence of work to be performed;


4. Additional information as required in Section L.


The contract will be a firm fixed price contract, with no adjustment for any escalation in costs or prices of labor or materials. Each offeror will be responsible for determining the amount of labor and materials that will be required to complete the project, and for pricing its proposal accordingly.


Please be advised that each offeror is responsible for furnishing complete information to its subcontractor and suppliers, such as details and quantities required by the drawings and specifications. Subcontractors and suppliers should not be referred to the Embassy or the Architect for determining the amount or quantities of materials required.


The construction completion time is eighteen (18) calendar months commencing on the date of notice to proceed (NTP) provided by the Contracting Officer In the event of an unauthorized or unexcused delay in completing the project, liquidated damages in the amount of $1,100.00 USD per calendar day will be assessed until substantial completion of the project is achieved.


The Contracting Officer reserves the right to reject any and all proposals and to waive any informality in proposals received. In addition, the Embassy reserves the right to establish a competitive range of one or more offerors and to conduct further negotiations concerning price and other terms before awarding the contract, or to award without discussions.

The response due date is changed from August 11, 2014 to August 22, 2014.  Offers must be received no later than 4:30 p.m. Eastern Standard Time (EST). 
As the 100% design was recently posted on the FBO site as of August 1, 2014, the Government will be accepting additional questions from interested parties until noon on August 4, 2014.  All questions must be in writing and e-mailed to Sara Collins at CollinsSE@state.gov. ; Any questions received after noon on August 4, 2014 will not be answered.
