The Great Plains Area Indian Health Service (IHS) is soliciting proposals for multiple-award, Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity type contracts for Schedules A through H under Request-for-Proposal-19-241-SOL-00002 for Construction Projects for IHS Great Plains Area Hospitals and Health Centers in Nebraska, North Dakota and South Dakota). IHS anticipates issuing up to six awards per schedule.

The purpose of this solicitation is award multiple contracts per Schedule and compete Task Orders amongst the awardees for each requirement issued per a Schedule.

This is a Buy-Indian (25 U.S.C. § 47), Indian Economic Enterprise, Total Small Business, Set-aside solicitation. NAICS code is 236220 - Commercial and Institutional Building Construction, Small Business Size Standard is $36.5 Million.

Schedules A through H:
Schedule A - Rapid City, SD.
Schedule B - Pine Ridge, SD.
Schedule C - Fort Totten, ND; Fort Yates, ND; New Town, ND; McLaughlin, SD; and Mobridge, SD (Great Plains Area Youth Regional Treatment Center).
Schedule D - Winnebago, NE, Sisseton, SD; and Wagner, SD.
Schedule E - Eagle Butte, SD; Fort Thompson, SD; and Lower Brule, SD.
Schedule F - Belcourt, ND.
Schedule G - Rosebud, ND.
Schedule H - Kyle, SD; and Wanblee, SD.

Period of Performance shall be from May 1, 2019 through April 30, 2020 with four 1-year options with performance dates of:
Option Year 1 - May 1, 2020 through April 30, 2021
Option Year 2 - May 1, 2021 through April 30, 2022
Option Year 3 - May 1, 2022 through April 30, 2023
Option Year 4 - May 1, 2023 through April 30, 2024

The requirements of this solicitation are outlined in the solicitation and specification. In order to be selected for award, Offerors will be required to submit information consistent with the requirements of Section L of the solicitation. Failure to provide all necessary information may result in an offer being rejected or not receiving full consideration. The Indian Health Service reserves the right to award a contract without discussion.

The Indian Preference Clause in employment and subcontracting is made a part of this solicitation and resultant contracts.

Under Federal law, employees cannot be required to join a union or maintain membership in a union in order to retain a job.

PAYMENT BOND AND IRREVOCABLE LETTER OF CREDIT ARE REQUIRED.

Project magnitude is $500,000 to $1,000,000 per schedule/per year.

Task Orders will range between $5,000.00 to $150,000.00.

Basis for Award: All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.

An Offeror may submit more than one proposal, or may submit an offer on one or more Schedules on a proposal. However, the Offeror, for each offer submitted shall be for the Base Year and All Options for each Schedule submitted for the Offer to be considered responsive.

Proposals must be submitted full, accurate and with complete information as required in this Request For Proposal in a sealed envelope and include the following:

(a) SF-1442 Solicitation, Offer, and Award (Construction, Alteration, or Repair): Offerors must complete Blocks 14 through 20c; Block 20b must be signed and must have an ORIGINAL signature. Stamped signatures are not acceptable.

(i) Completed and Signed by Authorized Individual(s)
(ii) Statement of bonding capacity from your bonding company

(b) Section K, Representations, Certifications and other Statements of Offeror. Complete all required information as identified in Section K manually as attached or complete Section K on line at www.sam.gov.

(i) Consent for financial release of information
(ii) Certificate of Authorization to Bind the Company

The Penalty for false statements in offers is prescribed in 18 U.S.C. 1001.

Offers must be returned no later than the date and time stated in Block 13a of the SF-1442 Solicitation, Offer, and Award (Construction, Alteration, or Repair) unless otherwise noted in an amendment.
