The Federal Bureau of Prisons, Community Treatment Services (CTS) Contracting Office; Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services in the Boston, Massachusetts area. The location where services are to be provided must be with a vendor within a 10 mile radius from Boston City Hall located at 1 City Hall Avenue, Boston, Massachusetts 02109 and within a .5 mile walk of local transportation. Performance periods under this contract will be for a one-year base period to begin on December 01, 2019 with four (4) one-year option renewal periods with service ending (if all options are renewed) on November 30, 2024. The Following services are required and may be sub-contracted to another licensed contractor.

Base Year: Estimated Number of Substance Abuse Inmates = 55

Substance Abuse Treatment Services:

Substance Use Intake (one per authorized inmate) for 55 inmates = 55 assessments
Substance Use Assessment and Report (one per authorized inmate) for 55 inmates = 55 assessments
Individual Counseling (30 minutes = 1 unit) 32 units (per inmate) x 55 inmates = 1760 units
Group Counseling (30 minutes = 1 unit) 60 units (per inmate) x 55 inmates = 3300 units
Family Counseling (30 minutes = 1 unit) 18 units (per inmate) x 5 inmates = 90 units

Mental Health Intake (one per inmate) for 55 inmates = 55 assessments
Mental Health Intake Assessment & Report (one per inmate) for 55 inmates = 55 reports
Psychiatric Evaluation & Report = 1 report per authorized inmate x 55 inmates = 55 reports
Crisis Intervention (one per inmate) for 6 inmates= 6 units
Mental Health Individual Counseling (30 minutes =1 unit) 48 units per inmate for 55 inmates = 2640 units
Mental Health Medication Monitoring (4 visits per inmate) for 40 inmates = 160 monitoring visits
Mental Health Group Counseling (30 minutes =1 unit) 24 units per inmate for 25 inmates = 600 units

The services shall be in accordance with the Federal Bureau of Prisons (Bureau) Community Treatment Services (CTS) most recent Statement of Work dated September 2017. The request for quote will be available on or after May 09, 2019 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the request for quote will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about June 10, 2019.

Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The Bureau anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
