This is a Sources Sought Notice and is intended for informational and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Defense Logistics Agency Energy (DLA-Energy).  For reference purposes, this FBO notice is numbered SPE603-19-R-5X09.  The amount of information available at this time is limited.  This notice is also issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10

 

The Defense Logistics Agency (DLA) - Energy - Bulk Petroleum Business Unit FESDB seeks to identify potential qualified businesses that are able to provide the services of sampling and/or laboratory testing of Government owned petroleum products (JP-5, JP-8, Jet A/A-1, F76, FSII and Unleaded Gasoline) in Djibouti, Africa.

 

Contractors must have a laboratory capable of testing first and second generation biofuels and petroleum, conducting detailed investigations and complete analysis of chemical properties of specific fuel samples and related products. Fuel investigations and analysis should be conducted per applicable U.S. Government, Federal and commercial specifications/standards.

 

Products include:

Aviation Turbine Fuel, Grade JET A (Specification: ASTM D1655) and JET A-1, NATO F-35 (Specification: DEF Stan 91-091, latest version)

Turbine Fuel, Aviation, Kerosene Types, NATO F-34 (JP8) (Specification: MIL-DTL-83133, latest version)

Turbine Fuel, Aviation, NATO F-44 (JP-5) (Specification: MIL-DTL-5624, latest version)

Fuel, Navy Distillate NATO F-76 (Specification: MIL-DTL-16884, latest version)

Gasoline, Aviation, Grade 100LL (Specification: ASTM D910, DEF STAN 91-090, latest version)


 


The Government plans to award one firm fixed price contract for a one (1) year base, three (3) one (1) year option period of performance, and a possible extension not to exceed six (6) months.  In responding to this notice please provide the following:

1. Provide a company profile to include number of employees, DUNS/CAGE Code number, and a statement regarding current business status. Please note that registration in the System for Award Management (SAM) is required for DLA Energy contractors.

 

2. Capability of providing qualified and experienced personnel, with appropriate clearances, if required.

 

3. Past Performance: Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels testing requirements? If so, please provide the following: Contract number, Name of Government Agency or Commercial Entity. Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to the laboratory testing of petroleum products. If your firm acted as subcontractor or joint venture, name the prime contractor or other party, the specific

work performed and percentage. Address any past performance problems, and resolutions taken.

 

4. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, type (s) of service would you perform.

 

5. Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a six-year contract with multiple locations, in the event there are delays with the payment process?

 

6. What realistic phase-in period would you require to commence performance with personnel, equipment, and materials?
