INTRODUCTION

The Army Contracting Command - New Jersey, Information Technology Division of Fort Dix is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide NAME BRAND Cellebrite Software (SW) Licenses and Maintenance on behalf of U.S. Army Criminal Investigation Command (CID) as defined in the attached "draft" Statement of Work (SOW).


The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Sole source or multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

PROGRAM BACKGROUND


The CID conducts felony criminal investigations in which the Army is a party of interest. During these investigations, mobile devices are frequently seized as evidence and require specialized equipment to extract data from them, which could be of an evidential value to the investigation.


Cellebrite hardware devices and SW have been mission critical since 2008. The proposed acquisition provides renewals for CID's current Cellebrite license inventory to maintain capability to extract phonebook, pictures, videos, SMS messages, call histories, ESN/IMEI information, and deleted SMS/call histories off the SIM/USIM for rapid analysis. In addition, CID will need Cellebrite Premium, which is an advanced extraction tool for use on high-end devices in order to obtain vital evidence.

The intent of this Sources Sought is to assess availability of specific Cellebrite (Name Brand) products to meet CID's requirement. The period of performance (POP) is from 19 December 2019 until 18 December 2020. The Government will consider option terms for the recurring requirements, if option pricing for license renewals is feasible.


Qualification. Manufacturer, or Authorized Reseller for all Cellebrite products identified above. Proof of qualification should be addressed in the response.



SPECIAL REQUIREMENTS


There are no security classification anticipated with the resultant contract.


ELIGIBILITY


The applicable NAICS code for this requirement is 511210 - Software Publishers with a Small Business Size Standard of $38.5M. The Product Service Code (PSC) is 7030 or 9999 Miscellaneous.


SUBMISSION DETAILS


Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide all products listed in this Technical Description. No phone or email solicitations with regard to the status of the Request for Quote (RFQ) will be accepted prior to its release.


Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Carmel Costa, in either Microsoft Word or Portable Document Format (PDF), via email <carmel.m.costa.civ@mail.mil>; no later than 12:00 p.m. Eastern Time (ET) 31 October 2019 and reference this synopsis number (W15QKN-20-Q-08FX) in the subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.


If your organization has the potential capacity to provide the required products, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email addresses, Web site address, telephone number, type of ownership for the organization, and CAGE; 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation to support being an Authorized Reseller of Cellebrite products; and 3) List of any enterprise contracts, such as but not limited to General Services Administration (GSA) available for strategic sourcing. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
