This is a Request for Information (RFI) for market research and planning purposes only, as defined in FAR 15.201(e). This is not a solicitation or request for competitive proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this RFI. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted, and the Government will not reimburse respondents for preparation of the response. Response to this RFI is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement.

The U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division is conducting market research to identify commercial sources of x-ray computerized tomography (CT) equipment with the following salient characteristics:


Option 1
- Industrial grade with the ability to inspect a minimum of 1,200 each 6"x6" parts, 600 each 10"x12" parts, and 360 each helmets in a single 8 hour shift
- Up to 140 kV at 515 mA power to penetrate ceramic, metallic, and ultra-high molecular weight polyethylene materials
- Automatic conveyor belt that loads and unloads the samples
- Ability to scan at least 6 each 6"x6" parts, 3 each 10"x12" parts, and 3 each helmets at the same time
- Ability to scan multiple parts at once and in parallel analyze the previous parts creating a continuous scanning and analysis workflow
- Ability to accept Government owned reconstruction and analysis software
- Ability to inspect a part up to 105 pounds
- Ability to inspect a part up to 23.5" wide and 35" long
- Computer console(s) and workstation(s) to operate the machine and review the inspection results
- Enclosed system that provides radiation protection in accordance with US Code of Federal Regulations (CFR), Title 21, Subchapter J
- Delivery not to exceed 120 days


Option 2
- Industrial grade with ability to inspect a part up to 19.5" wide and 39" long in 6 minutes or less
- Up to 450 kV at 1500 W power to penetrate dense ceramic and metallic materials
- Optional automated device that will load and unload the part
- Ability to accept Government owned reconstruction and analysis software
- Ability to inspect a part up to 105 pounds
- Computer console(s) and workstation(s) to operate the machine and review the inspection results
- Enclosed system that provides radiation protection in accordance with US Code of Federal Regulations (CFR), Title 21, Subchapter J
- Delivery not to exceed 120 days



Response Instructions:


Responses to this RFI shall be provided in Microsoft Word or Adobe Portable Document Format (PDF). Responses shall contain the following information and or documentation;


1. Manufacturer Name
2. Manufacturer Part Number
3. Manufacturer Model Number
4. Product Description and Specifications


Manufacturer product brochures may be submitted, but are not required.
Responses should clearly state which of the two options above the product is being submitted for.


The Government will retain comments and information received in response to this RFI. Proprietary information should be identified as Company Proprietary. Do not use Government Security classification markings.


Submission Instructions:


All responses shall be submitted in writing no later than 4:30PM EST 29 July 2019.
