SUBJECT: National Museum of the United States Air Force (NMUSAF) Commercial off the Shelf (COTS) Collection Management System


 


52.215-3 - Request for Information or Solicitation for Planning Purposes. This is a request for Information (RFI) in accordance with FAR 52.215-3


 


The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.


 


The contractor shall be capable to perform the following information listed below:


The National Museum of the United States Air Force (NMUSAF) at Wright-Patterson Air Force Base (WPAFB) has a requirement for a comprehensive, museum specific, Collection Management System (CMS), which will provide improved collections accountability, coordination, data entry, standardization, tracking, and metrics, for USAF owned and possessed heritage assets as well as migration and integration of data into the CMS. The CMS will also enable public access to the collection in a searchable format.

The CMS Provider shall provide a COTS-based system that is capable of being hosted in the DoD cloud environment; design and field a means to allow public interaction with the collection; migrate existing data from all the current applications, and provide ongoing support and updates from their knowledge of specialized needs of museums and archival collections.


Requirements:

•1.       Hosted in DoD Cloud Environment (Amazon AWS or Microsoft Azure) with access using Google Chrome and Microsoft Edge

•2.       Be able to meet all applicable DISA STIG Requirements.  (https://iase.disa.mil/stigs/Pages/index.aspx)

•3.       Have a Notice and Consent banner statement to ensure the notice of consent to monitoring

•4.       Be Section 508, an amendment to the United States Workforce Rehabilitation Act of 1973, compliant

•5.     Be compliant with all applicable NIST SP 800-53 Revision 4 Security controls in accordance with Federal Information Security Management Act (FISMA) (https://csrc.nist.gov/publications/detail/sp/800-53/rev-4/final)

•6.       Shall provide access to the CMS via two factor authentication by use of DoD Common Access Card (CAC) using PIV-Auth Certificate

•7.       Software shall be Internet Protocol Version 6 (IPv6) compatible

•8.       Shall provide an integrated auditing subsystem with alerts for auditing of all user and administration activity

•9.       Shall provide audited events to show: time stamp, user id, type of event, success or failure of event, event origin, table modification, and account modifications

•10.   Ability to perform full automated scheduled backups including incremental backup for files that have changed in a 24 hour period and capability to fully restore from these backups

•11.   Contain role-based access control (RBAC)/privileges for different user groups: administrators and multiple users types

•12.   Support Electronic Archival Descriptions (EAD)

•13.   Contain ability to link or attach file formats including Microsoft Office products, JPG, PDF, MP3, MPEG-4, and WAV

•14.   Contain search capability for all records within system without case sensitivity

•15.   Contain user created/updatable taxonomies

•16.   Ability for users to create and run multiple legacy, preset and adhoc reports and queries

•17.   Allow shared queries for user groups

•18.   Ability to define and create workflow processes in the CMS

•19.   Ability to require approval of data from certain user groups before integration into overall CMS

•20.   Ability to validate new/update data records before input into CMS

•21.   Ability to produce list of grouped records for approval, by a table field

•22.   Ability to choose accept, reject, edit, or do nothing to records in queue

•23.   Provide toolset for distribution of data held within CMS on the internet without giving public access to the CMS

•24.   The CMS must not be directly accessible from public or unauthorized networks.

•25.   Provide ability to choose which fields/information are distributed for public use

•26.   Ability to integrate interpretive tools for online exhibits such as exhibit text, photographs, audio files, podcasts, mp3s, photographs, videos, external links, and PDFs

•27.   Licenses for 25 concurrent users

•28.   Provide onsite training for 3 system administrators and 20 users at NMUSAF

•29.   Provide ongoing service for troubleshooting, maintenance, and upgrades through technical support

•30.   Provide access to a community of museum users of the CMS thru online forums, in person conferences, and/or newsletters


Data to be migrated from legacy systems includes:

•1.       Air Force Museum Artifact Tracking System (AFMATS)-Oracle: Size 50MB, 252,346 Records, 745 Fields, 32 Tables

•2.       AFMATS Images- JPG: Size 66GB

•3.       Archives- Oracle: Size 67MB, Records 58,350, Fields 99, Tables 7 (1 of the tables is Access)

•4.       Digital Assets-Microsoft Access: Size 39MB, Records 81,854, Fields 30, Tables 1;  JPG, PDFs, & TIFs: Size 493.2GB

•5.       Static Display- Microsoft Access: Size 5MB, 359 Records, 42 Fields, 1 Table

•6.       Museum Support Article-Microsoft Access: Size 9MB, 1204 Records, 10 Fields, 1 Table

•7.       Restoration Support Items-Microsoft Excess : Size 1MB, 3882 Records, 7 Fields, 1 Table

•8.       Educational Support Items-Microsoft Word: 30KB

•9.       LOANS-Microsoft Access: Size 13MB, 7,229 Records, 175 Fields, 35 Tables

•10.   Conservation-Microsoft Excel: Size 10MB, 118 Records, 17 Fields, 2 Tables

•11.   Art Exhibits-Microsoft Access: Size 480KB, 50 Records, 7 Fields, 1 Table

•12.   Potential Donors-Microsoft Access: Size 2MB, Records 1,875, Fields 7, Tables 1

•13.   AFOG Negatives- Microsoft Access: Size 10MB, Records 14,454, Fields 11, Tables 1

•14.   Unit Memorabilia-Microsoft Access: Size 4MB, 1804 Records, 9 Fields, 1 Table

•15.   Finding Aids-Microsoft Excel and Word: Size 556.5MB, Files 1051

•16.   Legacy archives databases-Microsoft Access: Size 70MB, Records 1,875, Fields 7, Tables 1


 


This is a request for information only and is not a solicitation for offers. This notice is issued for market research purposes and does not constitute a Request for Quote (RFQ) or commitment to issue a RFQ; however, the Government reserves the right to issue a solicitation based upon its needs and the results obtained from this RFI. The Government will not reimburse participants for any expenses associated with the information provided in response to this RFI. Acknowledgement of receipt will not be made. Submittals will not be returned to the sender. The level of security clearance in this requirement has not been determined. The government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. This RFI does not constitute a Request for Quotation, Request for Proposal (RFP), or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach.


All interested parties shall submit a capabilities package which explicitly demonstrates capabilities and expertise related to this effort. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Interested parties will clearly explain how they intend to meet the stated requirements. Your statement of capabilities should include the following: Company Name; Address; Point of Contact; Telephone number; E-mail Address; CAGE Code; DUNS number; Web Page URL; and Small business size certification for this NAICS code, if applicable. Please provide any information on your expected cost and lead time and if your product is on a GSA schedule.
