The Centers for Disease Control and Prevention (CDC), intends to award a sole source contract to Life Technologies Corporation., 5781 Van Allen Way, Carlsbad, CA 92008, for preventative and remedial maintenance and service laboratory equipment that is required to fulfill the mission.

The statutory authority for this sole source acquisition is 10 U.S.C 2304(c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 811219, Other Electronic and Precision Equipment Repair and Maintenance.


The CDC currently has a maintenance agreement with Life Technologies. The maintenance agreement helps keeps all instruments running optimally while eliminating the uncertainty associated with costly repairs due to damaged or malfunctioning equipment. This maintenance agreement ensure timely repairs and regardless of the call made there is a set price.


The CDC requires that repairs, maintenance, or alteration be performed by Life Technologies Corporation because they currently they have over 270 life technologies lab equipment that requires specific certification to provide for the maintenance and calibrations. CDC has the final say in which contractors are acceptable and therefore, Life Technologies is the sole source for this requirement.


As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Life Technologies Corporation. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide these services to Sheena Delaine VIA EMAIL ONLY at KPZ5@CDC.GOV with the solicitation number 75D301-19-R-67905 referenced in the subject line NO LATER THAN 10:00 AM Eastern Standard Time by March 26, 2019. The Contracting Officer will not respond to verbal requests. ALL REQUESTS MUST BE IN WRITING.


A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
