The National Park Service (NPS) is issuing a concessions prospectus on Thursday, August 8, 2019, for a 10-year concession contract for food and beverage, retail and event services at Statue of Liberty National Monument and Ellis Island. The new contract is expected to be effective November 1, 2020. The Deputy Director, Exercising the Authority of the Director, pursuant to 36 CFR Part 51, has determined that no preferred Offeror for this contract exists.

The people of France gave the Statue of Liberty as a gift of friendship to the people of the United States. Located on Liberty Island, this universal symbol of freedom and democracy was dedicated on October 28, 1886, designated as a national monument in 1924, and restored for her centennial on July 4, 1986.

Ellis Island opened on January 1, 1892 and became the nation's leading federal immigration station. The station operated until 1954 and processed more than 12 million immigrant steamship passengers. Restored after nearly 30 years of closure, Ellis Island's Main Building opened as a museum on September 10, 1990. Today, about 40% of the United States' population can trace its ancestry through Ellis Island. For additional information, visit the websites for the Statue of Liberty and Ellis Island. The NPS depends on its concessioners to meet the needs of over four and one half million visitors annually.

There is a printing cost recovery charge of $40 for prospectuses delivered Federal Express or Express Mail, or $30 if picked up in person. Checks or money orders (no cash or credit accepted) must be payable to the National Park Service and must include a delivery address. If you choose to retrieve a copy of the prospectus from the website, please notify Ms. Bassett at Judy_Bassett@nps.gov so you can be placed on the mailing list to receive any modifications and other correspondence regarding this prospectus. The same information will be posted on the above mentioned website where the prospectus is available.


The Service will host a site visit on Thursday, August 29, 2019. The site visit provides interested organizations an overview of the concession operation along with a tour of the facilities assigned to the Concessioner under the Draft Contract. Each interested Offeror is limited to five persons attending the site visit, and all attendees must be 18 years or older Please register for the site visit before Wednesday, August 21, 2019 by sending an email to Ben_Hanslin@nps.gov. When registering, you must provide your name, the name of the organization interested in bidding that you represent, the primary contact for the organization, and the number of people in your party. All parties attending the site visit must disclose to the NPS the names of the interested organizations engaging their services.


Attendance is not required in order to submit a proposal, but the NPS encourages attendance as this will be the ONLY site visit conducted for this business opportunity.


Questions in response to this prospectus are due in writing by Thursday, September 5, 2019, by email to Judy Bassett at Judy_Bassett@nps.gov. Answers to questions received will be published in FBO.

NOTIFICATION OF INTENT TO PROPOSE
If you plan to submit a proposal in response to this solicitation, you must notify Judy Bassett via email Judy_Bassett@nps.gov no later than 4:00 p.m. Eastern time on Monday, October 28, 2019.

All offers must be received by the NPS at the address listed on the inside front cover of the prospectus no later than 4:00 p.m. Eastern Time on Wednesday, November 27, 2019, in order to be evaluated and considered for an award of a concession contract. The prospectus describes the business opportunity and includes the terms and conditions under which the NPS will award the concession contract.

AMENDMENT #1
The National Park Service ("Service") amends the STLI004-20 prospectus as follows:

     • Change the due date for solicitation offers from November 27, 2019 to January 31, 2020.

     • Change the anticipated effective date of the Draft Contract from November 1, 2020, to November 1, 2021. The Service will update the text in the Business Opportunity and Draft Contract documents to reflect this change in a future amendment.


AMENDMENT #2
The National Park Service also extends the deadline for notification of intent to submit a proposal from Monday October 28, 2019 to Monday December 2, 2019.
