ACQUISITION INFORMATION:

THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. Service Disabled Veteran-Owned Businesses (SDVOSB) must be verified by The Center for Veterans Enterprise, CVE . This acquisition is conducted in accordance with FAR Part 36 & 13 Invitation for Bid under Simplified Acquisition Procedures.
Project 542-19-116, work includes:

PERFORMANCE REQUIREMENTS (Summary): Provide all labor, supplies, transportation, and equipment required to construct one (1) new flat roof on Building 59 at the Coatesville VA Medical Center (CVAMC) in accordance with the Statement of Work, the solicitation attachments, and while remaining in compliance with all applicable Federal, State, and local codes.

The solicitation attachments will be available for download from the website https://www.fbo.gov on or about May 23, 2019. Prospective bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and updates. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the contractors mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Bidder s Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website, and bidders are advised that it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed.
The Pre-Bid site visit walk-thru will be held at the Coatesville VA Medical Center, 1400 Blackhorse Hill Road, Building 70 (Conference Room), Coatesville, PA 19320, on May 31, 2019, at 10:00 AM (Local). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. Once the solicitation has been published, all requests for information or questions regarding the solicitation must be submitted to the Contract Specialist by email at Lev.Stowe@va.gov, no later than June 6, 2019, at 4:00 PM (Local). No telephonic or fax requests will be honored.
In accordance with VAAR 836.204, the magnitude for this procurement is between $25,000.00 and $100,000.00. The North American Industry Classification System (NAICS) for this requirement is 236220 with a small business size standard of $36.5 Million.
The Government intends to issue an Invitation For Bid (IFB) and award a Firm-Fixed-Price (FFP) contract to the responsible bidder whose bid constitutes the lowest price to the Government using procedures in accordance with FAR Parts 36 and 13. The maximum time for completion of the project is thirty (30) calendar days after receipt of the Notice to Proceed. To be considered for award, all prospective contractors MUST be registered in the System for Award Management (SAM) Database at https://www.sam.gov, MUST be in compliance with VAAR 819.7003 and meet the CVE SDVOSB verification requirements per https://www.vetbiz.gov, and MUST meet OSHA/EPA requirements.
