This is a Pre-Solicitation Notice for Solicitation Number 75H71319Q00013 and is issued to provide a notice to the public for an upcoming project to be performed in support of the Indian Health Service (IHS). This project will be set aside 100% for Small Businesses under North American Industry Classification System (NAICS) Code 238220, Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $15 million.

The upcoming solicitation is for a construction project to take place at the Not-tsoo Gah-nee Indian Health Center which is a 29,000 SF ambulatory health care center located within the Fort Hall Indian Reservation in southeastern Idaho. In March 2016, Meier Architecture and Engineering completed engineering services for an HVAC controls and improvement project. These engineered documents provided plans and specifications for the correction of several HVAC deficiencies at the Not-tsoo Gah-nee Indian Health Center. In June 2017, many of these improvements were implemented; however, budgetary constraints prevented an award to replace the heating water boilers and pumps. This project will complete the improvements by utilizing the Meier Architecture and Engineering designs and specifications to replace the two natural gas boilers and pumps with higher efficiency units.

The period of performance will be 45 calendar days after issuance of the Notice to Proceed.

Per FAR 36.204, the estimated price range of the resultant construction project is between $100,000 and $250,000.

This solicitation will be procured as a Request for Quotations (RFQ) in accordance with FAR Part 13, 15, and 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria. Indian Health Service intends to award a Firm Fixed Price (FFP) Construction Contract in support of this requirement.

This is NOT a request for quotations. The solicitation to include specifications, drawings, Davis Bacon Wage Determinations, etc., will be issued in mid July 2019 with proposals due approximately 30 days after issuance.

The successful offeror will be required to submit a payment bond or alternative payment protection equaling 100 percent of the contract price before receiving a Notice to Proceed with the work or being allowed to start work in accordance with FAR Clause 52.228-13, Alternative Payment Protections (Jul 2000).

A formal site visit will be planned. In accordance with FAR 52.237-1, quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
