Sources Sought Response Instructions


This Sources Sought is a market research tool to determine availability and adequacy of potential business sources to perform work at Joint Base Elmendorf-Richardson, Alaska. The Government is under no obligation to pay for information submitted in response to this Sources Sought. All the information submitted will be considered and treated as public information. The vendor should not include any pricing or proprietary information. This is not a Request for Proposal or Quote; therefore, responses to this notice will not be accepted as offers.


THIS IS NOT A REQUEST FOR PROPOSAL. Responses will not be considered as proposals, nor will any award be made as a result of this notice. Any information provided by interested parties to the Government is strictly voluntary. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this notice. Contact with other than 673 CONS Government personnel by potential offerors or their employees regarding this project is prohibited.


The businesses responding to this Sources Sought Notice must provide a Statement of Capabilities addressing the following:


Demonstrate the interest, skills, experience, knowledge, and capabilities necessary to perform the support services for the requirements specified within the Draft Performance Work Statement (PWS) attached to this announcement. Statements should address the specific requirements of the PWS and identify the firms' specific skills, experience, knowledge, and capabilities to complete these requirements, including, but not limited to the certifications required in accordance with the Draft PWS. The primary NAICS Code for this requirement is 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance).

1.1.2 Ceritification Information


Describe your company's capability to perform to the PWS. Ensure your submission includes the certifications required per paragraph 4.2.7, Contractor Qualifications/Certifications:
- Identify the employees, with certifications, in which your company is capable of meeting the requirements in the PWS.
- List and describe specific past performance which you believe to be relevant to this effort and the stated requirements. Please limit your relevant feedback to the past three years only and include the following information:

-    Type of Contract Vehicle and CLIN structure:

-    Market research is still being conducted on contract type (i.e. FFP, Cost Reimbursement) and CLIN structure.
o    What does your company suggest and why? What is the normal contract structure for the commercial/non-commercial market place?
o    Does your company have experience servicing this magnitude/type of requirement in an Arctic environment?


1.1.3 Program Concerns and Risk


Provide any additional feedback regarding the described program which you feel is relevant to the Government's market survey. In addition, based upon your experience with similar contracts and efforts please identify any other issues, situations, or processes you perceive as risk areas.



1.1.4 Submission Requirements


- Potential sources should only submit the minimum information necessary and shall not exceed twenty (20) pages.
- Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government may contact potential sources for additional information as required.
- Interested parties considering themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 11:00 AM (AKST) 20 March 2018.


Please submit all documentation by email in PDF format and state in the subject line "Sources Sought Response Boiler Maintenance." Responses received after the above date and time may not be reviewed. Questions or clarifications in regards to this sources sought should be emailed to the addresses listed above no later than five (5) U.S. business days prior to the response date listed above. If questions are received, and time permitting, the Government answers will be posted on the FBO website and the questions' source will not be identified. If publishing the answer to your question on FBO could compromise your competitive strategy please state as such in your correspondence and the Government will act accordingly.
