BASE TELECOMMUNICATIONS SYSTEM (BTS) SERVICES
LOS ANGELES AFB, CA


The 61st Contracting Squadron, Los Angeles Air Force Base (LAAFB), CA is seeking qualified 8(a) small business sources to provide Base Telecommunication System (BTS) Services. LAAFB is attempting to locate businesses which are experienced in BTS, capable of performing these services, and interested in fulfilling this requirement. This notice shall not be construed as a formal solicitation or obligation on the part of the Government to acquire any products or services. Any information provided to the Government is strictly voluntary and must be provided at no cost to the Government. A formal solicitation may be issued at a later date. The objective is to determine industry capability for these services. Vendors are invited to submit documentation (including applicable North American Industry Classification System (NAICS) information) demonstrating the capability to perform the requirements as described below. The anticipated NAICS code is 517311, Wired Telecommunication Carriers with Small Business (SB) Size Standard of 1,500 Employees.


Description of Services Required:
The 61st Communications Squadron (61 CS) requires operations and maintenance (O&M) support of the Los Angeles Air Force Base (LAAFB) Telecommunications System consisting of base switching system, fiber optic or copper distribution systems on premise, and all associated equipment. The services required are standard support services necessary to operate and maintain the base communications switching and distribution systems IAW the original equipment manufacturers recommended schedule and established commercial grade specifications, standards, and best practices. Services include O&M of the base telephone switch (Nortel SL100), telephone management systems (TMS), voicemail systems, telephone instruments, and 911 or Enhanced 911 systems; telephone billing services; equipment management; customer support; communications cable plant installation, removal, modification, and maintenance; and customer training.


The contractor shall perform all duties and tasks associated with the management, installation and configuration of voice systems for Los Angeles AFB (LAAFB) and LAAFB supported sites. The Contractor shall furnish all personnel, equipment, labor, tools, materials, supervision, transportation, and other items and services necessary, unless specified as Government Furnished Property (GFP) to perform Operations and Maintenance (O&M) services for the Base Telecommunication System (BTS) for Los Angeles AFB (LAAFB).


Work will support mission of the 61st Communications Squadron (61 CS), Los Angeles Air Force Base (LAAFB), El Segundo, California. LAAFB and includes facilities within the Aerospace Corporation complex located across El Segundo Blvd from LAAFB proper as well as three locations (Fort MacArthur, Pacific Heights, and Pacific Crest) in San Pedro, CA located approximately 20 miles south of LAAFB proper.


These services shall include the below requirements and other related services to ensure comprehensive base telecommunications system (BTS) support services.
• Telecommunications support and administration
• O&M of the Telephone Switch and associated BTS equipment
• Communications Cable Plant Management for the Base Distribution System (BDS)
• Support of telephone devices (Analog and VoIP) including configuration, programming, troubleshooting, installation
• Work Orders - Adds, moves, changes
• Customer support for voice related issues
• Customer training of Telecommunications Control Officers
• Telephone Billing review and distribution


The proposed Period of Performance includes a 12-month Base Period with four one-year option periods and is anticipated to be Firm-Fixed Price.
