The Department of Veterans Affairs West Texas Veterans Health Care System in Big Spring, TX is posting this combined Synopsis/Solicitation for Emergency Bedding for Alternate Care Site, through the Contracting Officer in San Antonio, Texas. The government intends to make a contract award to the Lowest Price Technically Acceptable vendor that can provide the required items in accordance to the attached documents, as a result of this solicitation for quotes.

This action is a total small business set-aside for service-disabled veteran owned small business (SDVOSB) only. The NAICS is 339113. Responses to this notice will be used by the Government to make appropriate evaluations and award decisions. Scope of Work:
The current Emergency Management Alternate Care Site emergency bedding includes military style cots and standard bedding with pillows designed for military size individuals. These cots shall be replaced with improved portable patient care cots to meet broader population needs. These needs include 6-bariatric (700lb weight capacity), 16-active patient care, and 20-functional needs beds with IV Poles and rails along with appropriate bedding (blankets, sheets and pillows -24 each).

The augmentation of the beds and bedding shall be stored in the rolling racks and cases that are specific for stowing bariatric beds active patient care beds, and functional needs beds and bedding in the current West Texas VA Health Care System (WTVAHCS) Vericor trailer. The special designed rolling racks shall include 1-Bariatric 6-bed rack, 2- active patient care beds that hold 8 beds each, and 2-reponse beds that hold 10 beds each. A bedding kit with a quantity of 24 shall be included for stowing in 4-specially designed wheeled medical cases. An upright medical organizer with portable stand shall also be included. In addition, to improve safety, a step (14 - 2-step) for the WTVAHCS Vericor trailer shall be included.

Work shall be coordinated with the COR and/or Project Manager.

The contractor shall be solely responsible for the labor, equipment, materials, and inspection, to meet requirements of the contract.

Contractor shall adhere to basic VA specifications for all work.

Material:
Material purchased by the contractor shall meet the specifications and submittals shall be approved prior to purchasing the material.
Requirements:
The contractor shall provide all applicable safety that is applicable to OSHA, VHA and Dodd regulations. Contractor shall comply with VHA DIRECTIVE 2004-012 and all VA Center Policy Memorandums, including but not limited to the following:
Protection of patients, visitors, and employees from traumatic injury, as well as occupational and facility associated infections.
(b) Compliance with OSHA and State construction safety regulations.
(c) Compliance with EPA and State environmental regulations.

Applicable Standards/Salient Characteristics/Acceptance Criteria:
The Bedding Kit shall include bariatric blanket, flat sheet, fitted sheet, and inflatable pillow.
Trailer shall be a 14 -2-step.
Rolling rack for 6-Bariatric Beds designed to stow in the WTVAHCS Vericor trailer.
Bariatric bed shall be light weight (36 lbs.), have weight capacity of 700 lbs., heavy duty locking legs, longer, taller design (38 x 84 ) sleeping surface, a height of 22 , spun tube ends, 2 anti-microbial waterproof mattress, spring and deck design, and meet FED STD 1633 for flammability. The bed shall break down in a compact footprint (7 x 42 ) and stow in accompanying rack. Shall meet FED STD 1633 for flammability and FEMA guidelines, as well as ADA compliance.
Rolling rack shall be for 8-Active Patient Care (APC) beds designed to stow in the WTVAHCS Vericor trailer.
Active Patient Care bed shall have IV Pole & Rails, with a sleeping surface of (32 x 80 ), a height of 28 , a 450lb. working capacity, a 2 anti-microbial mattress, spring and deck design, heavy-duty locking legs, 450 lb. working capacity, with a 5-position head elevator-2-position Trendelenburg foot elevator. The bed shall break down in a compact footprint (10 x 34 ) and stow in an accompanying rolling for 8 beds. Shall meet FED STD 1633 for flammability and FEMA guidelines, as well as ADA compliance.
Rolling rack for 10-Response beds designed to stow in the WTVAHCS Vericor trailer
Functional Needs beds shall have IV Pole & Rails, the height shall allow for easier wheelchair transfer, lightweight (38lb), portable, 5-position head elevator, 2-position foot elevator, 2 anti-microbial mattress, spring and deck design, heavy-duty locking legs, 450 lb. working capacity, with a sleeping surface of 32 x 80 sleeping surface, a height of 18 . Shall meet FED STD 1633 for flammability and FEMA guidelines, as well as ADA compliance. The bed shall break down in a compact footprint (34 X 8 ) and stow in accompanying rack(s) for 10 response beds.
Medical case shall be wheeled and designed to stack with current Vericor trailer and cases.
Upright Medical Organizer shall have portable stand and capable of holding the current WTVAHCS Vericor medical supply kit.

Base bid shall include all labor and materials to execute the above scope of work.


INFORMATION SECURITY AND PRIVACY
The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract.

Consistent with the requirements of 38 U.S.C. 5725, a contract may require access to sensitive personal information. If so, the contractor is liable to VA for liquidated damages in the event of a data breach or privacy incident involving any SPI the contractor/subcontractor processes or maintains under this contract. However, it is the policy of VA to forgo collection of liquidated damages in the event the contractor provides payment of actual damages in an amount determined to be adequate by the agency.
