Automated Clearinghouse Training Courses
This is a combined synopsis/solicitation issued by the Bureau of the Fiscal Service, on behalf of their Philadelphia Finance Center (PFC) for Automated Clearinghouse Training Courses as outlined in the Performance Work Statement (PWS). This notice has been prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested as described in "52.212-1 Instructions to Offerors" and a hard-copy written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ). The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-82.
This RFQ is being issued on an unrestricted basis to the open market, under NAICS 611430 (Professional and Management Development Training) that has a United States Small Business Administration size standard of $11,000,000.00 in annual revenue.
Offerors shall submit a quote in accordance with the requirements set forth in "52.212-1 Instructions to Offerors". It is anticipated that a single contract will be awarded as a result of this solicitation.
Any questions regarding the requirements of this solicitation must be received no later than 2:00PM (EST), August 23, 2019 and shall be submitted electronically to purchasing@fiscal.treasury.gov, with a subject line of "Questions for RFQ-FSA-410000-19-0038 Services, Attn: VMIRACLE/TAYERS" and will be answered as an amendment to the solicitation. Questions received after the deadline may not be answered. Any questions and/or comments received are not considered proprietary and will not be protected by the Government. Offerors are prohibited from communicating directly with the Fiscal Service's PFC personnel about this procurement action.
Quotes shall be submitted electronically to purchasing@fiscal.treasury.gov no later than 2:00PM (EST), August 30, 2019, with a subject line of "Quote for RFQ-FSA-410000-19-0038 Services, Attn: VMIRACLE/TAYERS".
The attached commercial item clauses, supplemental terms and conditions, instructions to offerors, and evaluation criteria/award determination apply to this acquisition. Please see attachment labeled RFQ-FSA-4100000-19-0038.
