This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-101), effective October 26, 2018.
This solicitation is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are indicated below. This solicitation is subject to a Disaster or Emergency Area Set-Aside. Offers are solicited only from businesses residing or primarily doing business in the declared county (Lee County, AL). Vendors meeting the requirements within FAR 52.226-3 will be given award preference. Offers received from businesses outside the declared county (LEE COUNTY) shall only be considered once it has been determined there are no apparent offerors meeting specification with FAR 52.226-3. Offerors shall provide proof of compliance with FAR 52.226-3 Disaster or Emergency Area Representation (NOV 2007).
The Federal Emergency Management Agency (FEMA) Region IV Atlanta Office desires Armed Guard II contracted services. Armed Guards will be used at the Joint Field Office (JFO) in support of Presidentially Declared Disaster DR-4419-AL. NAICS: 561612 SECURITY GUARDS and PATROL SERVICES.
FEMA intends to award a firm fixed (labor hour contract based on the number of hours worked) purchase order for an initial base of 90 days from date of award, with one (1) 30-Day option period.  SEE ATTACHMENTS FOR COMPLETE SOLICITATION
