This is a combined synopsis and DRAFT solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40080-19-R-0305 and is issued as a Request for Proposal (RFP) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 15, Contracting by Negotiation.

The DRAFT solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01 dated January 22, 2019.
The FAC and FAR are available at https://www.acquisition.gov/FAR. This is solicited as Full and Open Competition after Exclusion of Sources: Set-Asides for Small Business Concerns (Total Small Business Set-Aside) under NAICS code 561730, Landscaping Services, with a U. S. Small Business Administration size standard of $7.5M. A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov/portal/public/SAM/ (formally CCR and ORCA). Offerors must ensure that they are self-certified under NAICS Code 561730 in the Representations and Certifications portion of SAM prior to award of any contract.

This is a Firm Fixed Price Request for Proposal (RFP) for Grounds Maintenance, Pest Control, and Pavement Clearing services at the Naval Support Activity, Annapolis, Maryland, including the United States Naval Academy (USNA).
The awarded contractor shall be responsible for providing all supervision, labor, materials, equipment required to complete this work in accordance with the Performance Work Statement and appropriate Section J Attachments.

The period of performance for the base period is 01 November 2019 through 30 October 2019 followed by four option years.


The Government anticipates awarding a Firm-Fixed-Price (FFP) contract resulting from this RFP to the responsible offeror whose offer, conforming to the RFP, will be most advantageous to the Government based on price and non-price factors as defined in the solicitation.
