This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is RFQP03021400009 and is issued as a Request For Quote (RFQ), unless otherwise indicated herein. The Federal Bureau of Prisons, FCC Coleman, Coleman FL 33521, intends to make award for the following:

The Federal Bureau of Prisons requires the purchase and installation of a complete dust/smoke removal system. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. This solicitation is restricted to 100% Small Business, FOB Destination. The contract type is firm-fixed price, using Simplified Acquisition Procedures. The Government will award to the responsible offer whose offer, conforming to the solicitation that is considered to be the most advantageous to the Government, with past performance and price considered. Interested parties are responsible for monitoring this site to ensure having the most up to date information about this solicitation. The closing date for this solicitation is July 14, 2014, by 1 PM, Eastern Time. Contractor must be registered in the System for Award Management (SAM) @ www.sam.gov. Payments will be made using Electronic Funds Transfer (EFT).


The selected Offeror must comply with the following commercial item provisions, which are incorporated herein by reference:

Representation Regarding Felony Conviction Under Any Federal Law or
Unpaid Delinquent Tax Liability (Deviation 2014-01) (November 2013)


(a) In accordance with sections 536 and 537 of the Commerce, Justice, Science, and Related
Agencies Appropriations Act, 2014 (Title II, Division B, Pub. L. 113-76), none of the funds
made available by that Act may be used to enter into a contract, memorandum of understanding,
or cooperative agreement with a corporation -
(I) convicted of a felony criminal violation under any Federal law within the
preceding 24 months, where the awarding agency is aware of the conviction, unless an agency
has considered suspension or debarment of the corporation and made a determination that this
further action is not necessary to protect the interests of the Government, or
(2) that has any unpaid Federal tax liability that has been assessed, for which all
judicial and administrative remedies have been exhausted or have lapsed, and that is not being
paid in a timely manner pursuant to an agreement with the authority responsible for collecting
the tax liability, where the awarding agency is aware of the unpaid tax liability,
unless an agency has considered suspension or debarment of the corporation and made a
determination that this further action is not necessary to protect the interests of the Government.
(b) The offeror represents that, as of the date of this offer-
(1) the offeror is []is not []a corporation convicted of a felony criminal violation
under any Federal or State law within the preceding 24 months; and,

The following requirements apply to those individuals conducting installation inside the institution:
1. National Crime Information Center (NCIC) Check (attached)


Any individual who does not pass the security clearances will be unable to work within the secure perimeter of the institution. The final determination and completion of the security investigation procedures will be made at the sole discretion of FCC Coleman.
