THE PURPOSE OF THIS AMENDMENT IS TO POST THE ASSOCIATED SOLICITATION.




This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet.

This is a synopsis for noncommercial items prepared in accordance with the format in FAR 13 as supplemented with additional information included in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular.

The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to award a firm fixed price purchase order for Build-to-Print Acoustic Windows in accordance with drawing packages MX-10624D, MX-12313, and MX-12352. This is intended as a total small-business set-aside. The North American Industrial Classification System (NAICS) Code for this acquisition is 334511. The Small Business Size Standard is 1,250 employees. The NUWCDIVNPT Office for Small Business Programs concurs.

The Contract Line Item Number (CLIN) structure is identified below.

CLIN 0001: Quantity of eighty five (85) MX-10624D Sonar Windows build to print in accordance with NAVSEA drawing package # MX-10624D

CLIN 0002: Quantity of thirty three (33) MX-12352 ACOMMS Windows build to print in accordance with NAVSEA drawing package # MX-12352

CLIN 0003: Quantity of ten (10) MX-12313 Transducer Hull Windows build to print in accordance with NAVSEA drawing package # MX-12313

CLIN 0004: Applicable shipping charges for FOB Destination to Naval Weapons Station Cheatham Annex, Williamsburg VA 23185-5830

Please note the following marking and packaging requirements:

All window shall be marked in accordance with applicable NAVSEA drawing and MIL-STD-130. Windows will be individually packaged in accordance with MIL-STD-129. The shipping containers shall meet the rough handling test requirements of MIL-STD-2073-1. All windows shall be cushioned to prevent movement and / or damage. Each shipping container shall be marked with the following:

•           Unit Description

•           M/F/ 2F COG STOCK

•           A CONDITION

•           Contract Number

•           Factory Acceptance Date

•           Serial Number

•           Manufacturer’s CAGE Code

•           National Stock Number

•           Shipping Weight

 

The Government has determined that this requirement does not include Electronic and Information Technology (EIT), therefore, Section 508 requirements do not apply.

Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award.  Instructions for registration are available at the website. 

The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9.

The anticipated release date of Request for Quote (RFQ) Number N66604-19-Q-2372 is fifteen days from posting and will be posted for less than 30 days in accordance with FAR 5.203(b).

The closing date for receipt of quotes will be established in the Request For Quote (RFQ). This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Offers for other products must contain complete information and prices.   The solicitation and any subsequent amendments will be posted to the FBO.gov website.  Prospective offerors are responsible for downloading their own copy of the solicitation from the website and for monitoring the site for any amendments. Additional details will be released upon issuance of RFQ Number N66604-19-Q-2372.
