The Department of Veterans Affairs Medical Center, Wilkes-Barre, PA requires site preparation of Rooms 9 and 4 in conjunction with the installation of a replacement radiographic system under the National Acquisitions Center (NAC) program for High Tech Medical Equipment (HTME) acquisitions. The scope of work shall generally consist of, but not necessarily be limited to providing all professional architectural/engineering (A/E) consulting services and construction including all administration, supervision, project management, labor, materials, tools, equipment, permits, testing, reports and training for the building modifications required to replace the existing radiographic system with the new HTME NAC radiographic system. The work area will primarily include rooms. The work area will primarily include rooms N2-75, N2-73, A2-048 and source utility service closets. All work shall at minimum be designed in accordance with all applicable Federal, State and Local Codes as well as applicable standards, reference publications, and code requirements contained within the VA Master Specifications.
The magnitude of this VA construction project is estimated to be between $250,000 and $500,000. Period of Performance will be approximately 180 calendar days after issuance of a Notice to Proceed. Work will normally be performed during the hours of 4:30 PM and 1:00 AM, Monday through Friday, excluding national holidays. Any utility shutdowns for tie-ins and crossovers to existing building systems or work affecting normal business operations may require early morning (before 7:00AM) or weekend work at the discretion of the VA.

Set-Aside Information: This solicitation is to be issued as a 100% service-disabled veteran small business set aside (SDVOSB). The firm must be small business under relevant North American Industrial Classification Standard (NAICS) code and the must be registered and current in the following websites: www.sam.gov and www.vetbiz.gov. Offerors must ensure registrations in these websites are not expired and are correct, current and valid. The NAICS code for this project is 236220 Commercial and Institutional Building Construction, and the small business size standard is $36.5 Million.
A pre-proposal conference and site visit will be held within two weeks after issuance of the solicitation. The exact date/time/location of the conference will be specified in the solicitation. The solicitation documents will be posted at the Federal Business Opportunities website (http://www.fbo.gov) on or about July 20, 2019.
