Notice of Intent to Sole Source

The U.S. Geological Survey, Woods Hole Coastal and Marine Science Center, Woods Hole, MA has a requirement for (10) 40 MPa custom interface flanges to be used in conjunction with a Geotek autoclave. Only Geotek flanges will work with Geotek approved autoclaves that are required to mate a PCSC to PCATS(Pressure Core Analysis and Transfer System) for transporting pressurized core samples from the field to the WHSC for analysis. The flange allows the PCSC to connect with the PCATS system(owned and managed by Geotek) in the field.

Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Market research indicates that Geotek Coring is the only source who has the flange system with capabilities for transporting highly pressurized core samples containing highly pressurized flammable gases, compliant with the US Department of Transportation(DOT) regulations and other national and international regulations.

The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.

The North American Industry Classification (NAICS) Code is 541380. The size standard is $15 million dollars.
The anticipated contract will be firm fixed price.
Responses or inquiries shall only be accepted through electronic mail addressed to carrieres@usgs.gov and must be uploaded and received in their entirety no later than May 15, 2019. Responses submitted by hardcopy or the FedConnect web portal or the FedConnect Message Center shall not be accepted or considered.
