The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine Services (PPQ) Pale Cyst Nematod (PCN) program is seeking to establish a contract for the DowDuPont product Telone II (1, 3-dichloropropene 97.5 %, inert ingredients 2.5 %) for application in Bingham and Bonneville Counties in Idaho.
The anticipated effective date of the contract shall be on or about July 1, 2019. The period of performance will be from date of award through October 15, 2019. The estimated date the contractor will commence deliveries under this contract are as early as August 19, 2019. The deliveries of the product to the applicator shall be completed within 15 operational days from the start of applicator services unless there are excusable delays.

The government estimates purchasing 23,940 gallons of Telone II through this contract.


The selected contractor must be able to provide the entire quantity of Telone II. The Contractor will be required to deliver the product to the applicators equipment for each application. It is the Contractor's responsibility to work with the applicator to coordinate delivery of the product in accordance with the contractor's location and schedule for application.


Because the vendors selling this product are distributors, in accordance with FAR 19.102 and 13 CFR 121.406, this solicitation is being issued as a full and open competition. There is not a nonmanufacturer class waiver for this type of product. The NAICS Code is 325320 with a size standard of 1,000 employees.


The solicitation, number 12639519Q0116, will be released at www.fedbizopps.gov on or about May 28, 2019. After release, one may download a copy of the solicitation at www.fedbizopps.gov. NOTIFICATIONS WILL NOT BE SENT TO CONTRACTORS REGARDING THE ISSUANCE OF THE SOLICITATION NOR ANY OF ITS AMENDMENTS. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THIS WEB SITE PERIODICALLY FOR AMENDMENTS. Quotes shall be submitted to the contracting activity by the date and time indicated in the request for quote.
