This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation documents, including attached incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. It is the vendor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse/far/52. The solicitation number is P15PS02151, and the solicitation is issued as a Request for Quotation. The NAICS code is 339950 with an associated small business size standard of 500 employees. In accordance with the policy and procedures of FAR 8.602, the Contracting Officer shall determine whether it's in the Government's best interest to make award directly to the Federal Prison Industries (aka: UNICOR) vs. making award to a private-sector small business entity, considering Federal Prison Industries quality, price, and lead time. This solicitation is considered to be a small business set-aside, in the event a purchase order is issued to a small business entity submitting a quote. The Government will consider past performance in determining responsibility of the small business entities submitting a quote.

01 - ATTACHMENTS TO THIS SOLICITATION. The full text of the combined synopsis/solicitation is saved as a .pdf attachment which can be accessed via the link in this synopsis page where you'll be redirected to FedConnect, or by going directly to the FedConnect website at https://www.fedconnect.net. Once at the FedConnect home page, click "Search Public Opportunities Only." Next screen, under Search Criteria, change the drop-down menu selection to read "Reference Number," then type in solicitation number P15PS02685 and click "search." Next screen, click the underlined title "(JODA) National Monument Entrance Signs." Next screen is the overview screen. On the right-hand side, is the list of documents posted, showing the Standard Form 1449 (SF-1449) as Attachment no. 1, the full-text combined/synopsis solicitation as Attachment no. 2, and the NPS design specifications as Attachment no. 3. The complete solicitation package is comprised of Attachments no. 1, 2, and 3, in FedConnect.

02 - DESCRIPTION: The National Park Service, John Day Fossil Beds National Monument (JODA) has a requirement for a vendor to manufacture/supply park entrance signs in accordance with the scope of work and attached design specifications.

03 B? SCOPE OF WORK. (a) Signs will be constructed per the design and graphics specifications provided (see Attachment no. 3 in FedConnect), i.e., Western Red Cedar with one piece Porcelain graphic strip; (b) All signs will come with mounting hardware; and (c) Vendor shall provide final design proofs for approval by COR before manufacturing begins.

04 - DELIVERY REQUIREMENTS. Should the option for delivery as F.o.b Destination be exercised at time of award, the delivery address is as follows: John Day Fossil Beds National Monument, Attention: Jeremie Johnston, 32651 Highway 19, Kimberly, OR 97848.

05 - PRICE SCHEDULE. The Price Schedule is provided as follows. Vendors shall provide a price for each line item.

05-A, Line Item 00010 (OPTION): Manufactured Sign, 1 each @ $________________, excluding delivery. This line item is an option because NPS intends to purchase at least one sign but may purchase up to four signs, depending upon availability of funds. If only one sign is purchased, the option for additional signs will not be exercised after award. Should the vendor's price change from quantity of one to four, please indicate any savings or discount offered to the Government in quote. Please indicate manufacturer lead time in quote (estimated time for completing the signs once proof is approved).This line item is for manufacture/supply only B? no installation required.

05-B, Line Item 00020 (OPTION): Delivery as F.O.B. Destination to JODA as 1 Lump Sum in the amount of $_________________. This line item is an option because NPS may or may not elect to have the signs shipped once manufactured if NPS can arrange for direct pick-up from vendor, depending on vendor location in proximity to JODA. This decision will be made at time of award, whether to arrange for direct pick-up from Vendor's location or vendor responsible for delivery to JODA as F.o.b. Destination.

06 - CLAUSES & PROVISIONS. Refer to complete list of clauses and provisions, and basis for award, in Attachment no. 2.

07 - ANY QUESTIONS REGARDING THIS SOLICITATION MUST BE SUBMITTED IN WRITING VIA EMAIL (PHONE OR FAX QUESTIONS WILL NOT BE ACCEPTED).Send email to Phaedra_Fuller@nps.gov and reference the solicitation number in the subject line of the email, such as "P15PS02151/QUESTION."

08 - WHEN AND WHERE TO SUBMIT QUOTE: Quotations must be received at Olympic National Park no later than 4:30pm Pacific Time (PT) on Wednesday, September 16, 2015. Quotes may be submitted by hand-delivery, mail or email. Telephone or Fax quotes will not be accepted. If quote is emailed, state "P15PS002151/QUOTE" in the subject line of the email. If quote is mailed or hand-delivered, the solicitation number shall be indicated on outer envelope as well as vendorB?s name and address. Quotations may be hand delivered to Park Headquarters B? Administration Building, Offices 2 or 4 on the first floor. The address for mailing or hand-delivery is Olympic National Park, 600 East Park Avenue, Port Angeles, WA 98362.

09 - WHAT TO INCLUDE IN QUOTE: (a) SF-1449 Form (refer to Attachment no. 1): Fill in business name, address, and phone number in block 17a, and fill in signature, printed name and title of signer, and date in blocks 30a thru 30c, (b) Fill in prices using the price schedule provided in Attachment no. 2, indicating any discounts or price savings if any, for ordering one vs. up to four signs each, as well as indicate lead time, and (c) provide past performance information that includes at least three past references for similarly manufactured signs that includes a brief description of what was supplied, customer business/contact name, phone number, and email address if available.
