Short description of the
contract or purchase(s)
The London Development Agency (LDA) is funding and promoting the
establishment of a pan London homes retrofit programme called RE:NEW, in
order to meet London's domestic carbon reduction targets and reduce
fuel poverty. To enable this LDA is setting up a Framework Agreement to
oversee the delivery of energy and water efficiency measures to London's
homes on an area-based approach. The areas chosen for RE:NEW will be
predominantly in London, however, there may be occasions when a chosen
area has a few properties just outside London. Successful framework
contractors will need to be highly competent in order to provide the
necessary services, goods and/or works, which will include those
identified below and in the PQQ. The successful framework contractors
will need to be able to deliver both the complete end-to-end RE:NEW
deliverables AND discrete packages of services, supplies and/or works
that form part of the RE:NEW deliverables. Delivery of the complete
end-to-end RE:NEW programme: includes surveying requirements, procuring,
managing and installing a range of easy measures, including the ability
to install (or refer) a range of wider energy efficiency measures on a
street by street basis to targeted households. The end-to-end provision
will include the following stages of the RE:NEW process (these are given
in more detail in the PQQ):
— Project management and booking arrangements,
— Strategic liaison with local authorities and the relevant
contracting authority,
— Marketing and customer engagement,
— Home visits including conducting surveys, installing measures,
providing advice and gathering data,
— Procurement, logistics, distribution and storage of energy
efficiency measures,
— equipment to be installed.
The successful framework contractors must demonstrate the ability and
capacity to procure, manage and install a range of 'easy' measures.
These will include but not be limited to: Face-to-face, tailored energy,
water and adaptation advice – to the level detailed in the good
practice manual Low energy light-bulbs Draft proofing Visual display
units Power down devices Tap aerators Shower heads Cistern water saving
devices such as 'save-a-flush' Radiator panels Block gaps Hot water tank
insulation Any appropriate energy savings products coming to market The
successful contractors must demonstrate the ability and capacity to
install 'wider measures' or the capability to facilitate the supply and
installation of a range of wider energy efficiency measures. Suitable
reporting processes must be in place to be able to confirm details of
actual installations. These will include but not be limited to: Loft
Insulation including loft top up Cavity Wall insulation Replacement
heating systems and/or heating upgrades Solar hot water, photovoltaics
and other microgeneration technologies Solid wall insulation -
Installation of a range of energy efficiency measures and referral
routes for additional energy efficiency works - Levering in funding -
Reporting and data recording - Recruitment, Selection and Development in
the workless population In addition, the successful framework
contractors will need to be able to provide or facilitate the provision
of a quality income maximisation service (i.e. a service that provides
assistance to individuals regarding benefits claims in order to maximise
their income) and/or benefits check service. The LDA will accept
consortium bids. The framework may also be used by the following
contracting organisations in addition to the LDA: (Please see additional

CONTRACT RELATED TO A
PROJECT AND/OR PROGRAMME FINANCED BY EU FUNDS
Yes
reference to project(s) and/or programme(s): Not in the immediate
future but EU ERDF and JESSICA funding programmes now include the option
of funding energy efficiency programmes and may be used in conjunction
with RE:NEW in the future.
VI.3)
ADDITIONAL INFORMATION
RE:NEW is a collaboration between the London Development Agency
(LDA), the Greater London Authority (GLA), London Councils and the 33
London Boroughs. By working with London’s boroughs, utilities and other
partners, a pan London retrofit programme will generate a step change in
reductions to energy consumption in the domestic sector across the
capital.
RE:NEW seeks to bring together a cross sector of London’s homes
energy retrofit programmes into one consistent best practice framework
to harmonise and increase efforts on domestic carbon dioxide (CO2)
reduction. RE:NEW has developed and piloted an area based programme to
circa 1 000 homes in three London boroughs based on national best
practice. Nine large demonstration projects due to be completed in April
2010 will have delivered HEEP (the former name for RE:NEW) to circa 10
000 homes.
The aim of RE:NEW is to treat 1 200 000 homes by 2015 in
accordance with the Mayor’s draft Climate Change Mitigation and Energy
Strategy. RE:NEW modelling has estimated the operational and marketing
costs of delivering RE:NEW to these homes, assuming that the measures
installed and funded from CERT, Warm Front and other external funding
sources, is approximately GBP 60/home. This covers the costs associated
with the home visit and related communications and marketing, a total of
up to GBP 72 000 000. Approximately GBP 300 000 000 of additional
funding will also be required through CERT, other leveraged funding and a
future financing mechanism (such as Pay as you save) to fund the
measures including the more expensive measures such as micro-generation
and solid wall insulation.
To minimise risk to both the LDA and the organisations calling off
from the framework agreement, each potential contractor must have a
minimum of 1 960 000 GBP turnover stated in the latest finalised and
signed off set of financial statements.
The 1 960 000 GBP minimum is calculated as follows:
Initial grant funding will be provided to the Boroughs from the
LDA to fund RE:NEW areas. Going forward (during the lifetime of the
framework agreement) additional funding will be sought from the
Boroughs. The maximum value of a particular contract funded by the LDA
is 250 000 GBP. The maximum value of funding sought by a Borough is 730
000 GBP. Therefore the maximum value of a single contract is 980 000 GBP
over a 2 year period, which is 490k GBP per annum.
To ensure organisations have capacity to complete the work we want
the value of the 490 000 GBP contact not to exceed more than 25 percent
of the organisations turnover. Therefore 25 percent of an annual
turnover of 1 960 000 GBP is 490 000 GBP.
The framework may also be used but is not limited to the following
organisations:
