The new system should be intuitive and easy to move from one section to another of the MIS without undue delay or laborious selection of multiple screens or paths to find the information that is required.

The replacement system must be capable of preserving the existing information base used at both school and local authority level whilst providing an enhanced capability in support of the Scottish National Priorities in Education and various Modernising Government initiatives such as citizen accounts, property gazetteer, eCare and Glow.

The system must conform to all mandatory and certain other government legislation and European and UK standards, e.g. The Data Protection Act, RIPA and Freedom of Information Act, as well as retaining confidentiality of information.

As the schools’ and the Education Service already have existing Management Information Systems then it shall be necessary that the transition process from these systems to the proposed system is effected with no or minimal interruption to the normal working day.

At the same time the LA wants to take this opportunity to improve the quality of the underlying data and incorporate any relevant standards such as BS7666 addressing standards.

Major foci of the replacement system shall include the tracking and monitoring of pupil performance, behaviour and movement, the preparation of teaching plans and the ability of both parents and pupils to access selective information.

Further it shall be necessary to be able to query and analyse all data items held in the replacement system as well as the ability to exchange data with other systems used by Fife Council and external to the Local Authority through such as Scottish Qualifications Authority (SQA) and other national initiatives such as ScotXed and eCare.
