SECTION IV: PROCEDURE
IV.1)
TYPE OF
PROCEDURE
IV.1.1)
Type of
procedure
Accelerated restricted
Justification for the choice of accelerated procedure: (1) The
University of Wales, Lampeter and Trinity University College, Carmarthen
are merging to create a new University: University of Wales, Trinity
Saint David. The business case for a merger was based on the creation of
synergies and economies of scale, and the longer term viability of the
new institution was based on the generation of sustainable financial
surpluses, which need to increase from circa 600 000 GBP to a minimum of
2 000 000 GBP per annum by 2013/14. Following approval of the business
Case on 2.10.2009, the two institutions have been developing plans,
which include a capital development programme that will facilitate the
integration process and act as a catalyst to generate higher financial
surpluses. Carmarthen will become the administrative hub of the new
University, and the teaching & learning block is the largest and
most significant component of the capital programme for the next 3 – 4
years. This capital programme was recently approved by the University
Council.
To effectively contribute to the longer term financial viability
of the new University, this development needs to be operational by the
first quarter of 2012 at the latest. If this is not achieved, the
overall business case could be compromised.
(2) It should be noted, as further justification, that the
preferred development option is on a Greenfield site, which has no
infrastructure. This needs to be designed and signed off by the
statutory authorities and utility companies, with implementation
commencing by the end of 2010, if the indicative programme for the new
build is to be achieved by early 2012.
(3) Given the current economic climate it is envisaged that early
execution of the contract will result in an appreciable benefit to the
market.
IV.1.2)
Limitations
on the number of operators who will be invited to tender or to
participate
Envisaged number of operators 5
Objective criteria for choosing the limited number of candidates:
Applicants will be evaluated upon their responses to the questions
raised in the pre-qualification questionnaire (PQQ) in particular but
not limited to, their economic and financial standing and technical and
professional ability. Subject to the applicants meeting the economic and
financial standing criteria, the 5 applicants who demonstrate technical
and professional ability including track record will proceed to tender
stage.
